The meeting aims to assess the implementation of Resolution No. 57-NQ/TW of the Politburo and propose key tasks and solutions for the last months of 2025.
Attending the meeting were Politburo members: National Assembly Chairman Tran Thanh Man , Standing member of the Secretariat Tran Cam Tu; Politburo members, Secretariat members, Party Central Committee members, Standing members of the Steering Committee and leaders of central departments, ministries and branches. The meeting was connected online to connecting points in 34 provinces and cities nationwide.
At the meeting, after listening to comrade Vo Thanh Hung, Deputy Chief of the Party Central Office, briefly report on the implementation of Resolution No. 57-NQ/TW of the Politburo, key tasks and solutions for the last months of 2025, delegates discussed to deepen many contents and proposed solutions to implement the resolution more effectively in the coming time.

Speaking at the meeting, General Secretary To Lam commended the efforts of all levels, sectors, Party agencies, the National Assembly, the Government, the Fatherland Front, socio-political organizations and agencies in the political system; acknowledged the efforts and proactiveness in consulting and proposing work of the Standing Steering Committee, the Working Group, the National Advisory Council, and the team of domestic and foreign experts.
The General Secretary pointed out that in the past 9 months, ministries, departments and branches have done a lot of work, especially in serving the administrative reform task well, but compared to the requirements, there is still a long way to go. Right at the meeting, the opinions, recommendations and proposals were only limited to the tasks within the scope of their sectors and fields and mainly focused on the field of administrative management and handling of administrative procedures, not yet having a constructive nature, serving breakthrough growth, developing the country quickly and sustainably. Questions such as how the development of science and technology, digital transformation has served to increase labor productivity, product quality, improve economic efficiency, etc. have not been clearly answered, showing that the results achieved are still low compared to the requirements set out in Resolution No. 57-NQ/TW of the Politburo.

Emphasizing the need for consensus in the implementation of Resolution No. 57-NQ/TW of the Politburo as a very important content, the main driving force for the successful implementation of strategic breakthroughs, transformation of the country's development model, including establishing a growth model, the General Secretary requested ministries, departments, branches and localities to firmly implement tasks according to the new operating principles set forth by the 13th Central Conference of the 13th tenure: Discipline comes first, resources go together and results are the measure.
Accordingly, the conclusions and directions of the Central Committee must be implemented and complied with on schedule, without pushing or avoiding; overdue tasks must be thoroughly handled; resources must be allocated correctly, accurately, quickly and effectively, avoiding dispersion and waste; results must be substantial and measurable. Removing institutional bottlenecks must be the top priority; at the same time, there must be a strong enough mechanism to protect cadres who dare to think, dare to do, and dare to take responsibility for the common good.
Strongly unleash social resources to promote scientific and technological development; mobilize maximum resources from the private sector according to the principle that for things that are not in the field of the State playing a leading role but the private sector can do, create conditions and encourage the private sector to do.

The General Secretary requested to quickly institutionalize the conclusions and directions of the Steering Committee; organize implementation resolutely and produce specific products; conduct regular and timely inspections and supervisions, and remove difficulties and obstacles. Raise the responsibility of all agencies and units, especially the leaders, to fully understand the profound requirements of the task of developing national science and technology, be resolute in directing and operating, set an example of responsibility before the Party, the State and the people for the implementation of tasks, ensure the completion of tasks on time, meet practical requirements and bring about efficiency.
The implementation process must publicize progress, responsibilities, and results so that people and society can monitor and accompany together; establish a transparent measurement system based on data updated over time. Establish specialized teams with sufficient authority to coordinate interdisciplinary activities to urge and directly remove difficulties and obstacles.
Pointing out a number of specific tasks, the General Secretary requested Party agencies from the central to local levels to deploy the digital transformation project in agencies to ensure efficiency, in accordance with the set roadmap. The Government Party Committee directed to completely eliminate the backlog of documents guiding the implementation of laws, striving for 100% of decrees and circulars guiding the implementation of newly issued laws related to the development of science, technology, and innovation to take effect before March 31, 2026.

The Party Committee of the National Assembly focuses on directing the implementation of the digital transformation project in the National Assembly with tasks and contents focusing on three core issues: progress and quality of building national databases and efficiency of disbursement and use of state budget resources. The Party Committee of the Fatherland Front directs the implementation of the digital transformation project in Front agencies and socio-political organizations; organizes independent and substantive social supervision and criticism programs on the quality of scientific research, innovation, provision of online public services and progress of implementation of tasks directly to the people.
Immediately after the meeting, the Steering Committee will issue conclusions so that agencies, departments, branches, organizations and localities can clearly define their responsibilities and promptly implement the tasks of developing science and technology and digital transformation in accordance with their assigned functions and tasks; at the same time, they must also make recommendations and proposals to the Steering Committee on connecting tasks between branches and forces to create a national position, bringing benefits to the whole country, not just their own branches and localities. Units and localities must complete the implementation plan of the conclusions and send it to the Steering Committee before October 18.
