BSR - Proactively preventing fire and ensuring absolute safety for the Factory

On the morning of October 14, the Fire Prevention and Fighting and Rescue Inspection Team of Quang Ngai Provincial Police worked at Dung Quat Oil Refinery, highly appreciated and acknowledged the results of BSR maintaining a synchronous, professional Fire Prevention and Fighting and Rescue system, operating effectively, ensuring absolute safety, and preventing fire and explosion incidents in 2025.

Reporting to the Inspection Team, Head of the BSR Safety and Environment Department Nguyen Quang Hung said: Fire safety and rescue work has always been identified by the Company as the top priority task in the operation of Dung Quat Oil Refinery. Since the beginning of 2025, BSR has not had any fire or explosion incidents affecting production and business activities and the safety of workers.

Every year, BSR develops and implements a plan for training, propaganda, and fire prevention and fighting training for all staff; organizes many conferences and competitions to learn about fire prevention and fighting laws, as well as emergency drills in many areas of the Factory. In 2025 alone, BSR organized more than 120 fire and explosion response and rescue drills, thereby improving response capacity and coordination between forces.

BSR currently has a specialized Fire Prevention and Rescue Team consisting of 46 members who are trained, intensively trained and on duty 24/7 at the Factory. In addition, the Company also has a semi-professional Fire Prevention and Rescue force in production areas, always ready to handle incidents from the very beginning.

Invest, maintain and continuously improve fire protection systems

To ensure effective fire prevention and fighting, BSR invests a large amount of money every year in purchasing, maintaining equipment, training, practicing and propagating fire safety. The equipment system is maintained, periodically inspected and technologically improved to comply with the latest standards according to Decree 105/2025/ND-CP and Circular 36/2025/TT-BCA.

Since the beginning of the year, BSR has carried out 5 projects to adjust and supplement the fire protection system, including installing an automatic fire protection system at the material warehouse, adding a fire protection system for air-cooled equipment (AFC), and upgrading the fire protection foam system for crude oil tanks. These items have all been approved, accepted and are in the final stage.

In addition, the Company maintains a compulsory fire and explosion insurance contract in accordance with the provisions of law, and closely coordinates with the Fire Police force of Quang Ngai province in supporting rescue vehicles and personnel, with a fire truck on duty at the Factory area.

Close coordination, improving the effectiveness of inspection work

At the working session, the Inspection Delegation of Quang Ngai Provincial Police acknowledged BSR's efforts and outstanding results in ensuring fire safety and search and rescue; and conducted on-site inspections at key areas such as pumping stations, oil storage tanks, pipeline systems and central workshop areas.

The inspection contents focus on the implementation of responsibilities of facility heads, maintaining the operation of specialized fire prevention and fighting forces, the status of fire alarm - fire fighting - rescue systems, and the resolution of some recommendations from previous inspections.

At the end of the working session, the representative of the Inspection Team highly appreciated the careful preparation, cooperative spirit and professionalism of the unit. BSR is considered one of the typical units in Quang Ngai in strictly complying with the provisions of the law on fire prevention and fighting and rescue, contributing to ensuring absolute safety for Dung Quat Oil Refinery - a key national project on energy.
