Disciplinary warning to the Party Committee of Lao Cai Provincial Department of Health related to bidding and purchasing of AIC medical equipment

Yesterday (January 9), the Lao Cai Provincial Party Committee's Inspection Committee announced that on December 20, 2023, the Lao Cai Provincial Party Committee's Inspection Committee, term XVI, 2020-2025, held the 33rd Conference to consider and decide on a number of contents on inspection, supervision, and disciplinary action against Party organizations and Party members who violated regulations related to the leadership and direction of the implementation of bidding packages won by the International Progress Joint Stock Company (AIC) to supply medical equipment in Lao Cai province (from 2008 to 2014).

At the meeting, the Lao Cai Provincial Party Committee's Inspection Commission discussed and agreed on the following contents:

Regarding the Party Committee of Lao Cai Provincial Department of Health for the terms 2005-2010 and 2010-2015, they violated the Party's regulations, the principle of democratic centralism, and the Party Committee's working regulations; lacked responsibility, loosened leadership, and directed inspection and supervision work, allowing the collective leadership of the Department of Health to violate working regulations; the Project Management Board of basic construction works under Lao Cai Provincial Department of Health and the cadres and Party members directly involved in managing the bidding packages violated the provisions of law in the bidding and equipment procurement of the bidding packages implemented by AIC Company.

Pursuant to the Party's regulations on disciplinary action against violating Party organizations, the Lao Cai Provincial Party Committee's Inspection Committee discussed and voted to decide on the disciplinary measure against the Lao Cai Provincial Health Department Party Committee for the 2010-2015 term in the form of a warning.

In this conference, the Lao Cai Provincial Party Committee's Inspection Committee also discussed and voted on disciplinary measures for violating party members, specifically as follows:

For the 12 violating party members belonging to the following Party Committees: Lao Cai Provincial Department of Health 7 people, Lao Cai Provincial Department of Finance 2 people, Lao Cai Provincial Department of Construction 2 people, Lao Cai Provincial People's Committee Office 1 person.

Based on the Party's regulations on disciplinary action against violating Party members, the disciplinary statute of limitations has expired, so no disciplinary decision is issued.

Propose that the Provincial Party Standing Committee consider disciplining 1 Party organization and 2 Party members who violated the law according to their authority. Propose that the competent authority considers disciplining according to current regulations.
