On the morning of December 22, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the project to rebuild residential areas in Lang Nu village, Phuc Khanh commune, Bao Yen district; Nam Tong village, Nam Luc commune and Kho Vang village, Coc Lau commune, Bac Ha district, Lao Cai province - where in early September 2024, flash floods and landslides caused by storm No. 3 (Yagi) occurred, killing and leaving dozens of people missing; dozens of houses were buried and swept away.

The inauguration ceremony was held directly at the residential area reconstruction area of ​​Lang Nu village in Bao Yen district and online at the reconstruction areas in Nam Tong village and Kho Vang village in Bac Ha district.

Also attending were: Minister of National Defense, General Phan Van Giang; Minister of Transport Tran Hong Minh; Minister, Chairman of the Ethnic Committee Hau A Lenh; Vice President, General Secretary of the Vietnam Fatherland Front Central Committee Nguyen Thi Thu Ha; Secretary of the Quang Binh Provincial Party Committee Le Ngoc Quang; Secretary of the Lao Cai Provincial Party Committee Dang Xuan Phong; leaders of central ministries, branches and Lao Cai province.

Before attending the inauguration ceremony, Prime Minister Pham Minh Chinh and delegates offered incense to commemorate the victims and visited the photo and artifacts exhibition at the old Nu Village Cultural House - where the terrible flash flood occurred...

In September 2024, super typhoon No. 3 (Yagi) made landfall, causing heavy losses in human lives and property in the northern provinces of our country. In Lao Cai province, typhoon No. 3 killed 139 people, left 12 missing, and injured 88; economic losses were estimated at over 7,000 billion VND. In particular, in the villages of Lang Nu, Nam Tong, and Kho Vang, flash floods killed and left dozens of people missing; dozens of houses were buried and swept away.

Following the direction and call of the Party and State leaders, especially Prime Minister Pham Minh Chinh, the whole country and international friends have joined hands to overcome the consequences of No. 3, including the reconstruction of residential areas in Lang Nu, Nam Tong, and Kho Vang villages, Lao Cai province.

The two resettlement areas of Lang Nu and Nam Tong were built with project capital sponsored by the Tam Long Viet Fund (Vietnam Television - VTV); and the Kho Vang resettlement area was sponsored by the Vietnam National Oil and Gas Group. Army Corps 12 (Truong Son Corporation) is the main construction unit. The project has received the companionship and sponsorship of many benefactors such as: Army Corps 12, Military Industry - Telecommunications Group (Viettel), Vietjet Air, Vietnam Airports Corporation...

The Nu Village resettlement area, Phuc Khanh commune, Bao Yen district, started construction on September 21, with 40 houses built with 2 floors and an area of ​​8x12m, designed in the traditional stilt house style of the Tay people, along with auxiliary works to ensure stable and long-term living for people.

Nam Tong resettlement area, Nam Luc commune, Bac Ha district was started on September 22, with 15 apartments built, average area of ​​about 110 m2/apartment and some auxiliary works such as cultural house, school, electricity and water system...

The resettlement area of ​​Kho Vang village, Coc Lau commune, Bac Ha district started construction on September 21, with 35 houses built, each 60 square meters wide, along with many auxiliary works and cultural institutions serving the people's lives.

Expressing his emotions when returning to Lang Nu and joining the people of Lang Nu, Kho Vang and Nam Tong villages to celebrate and attend the inauguration ceremony of new houses and newly rebuilt villages - an important milestone, a meaningful gift that the Party, State and people of the whole country gave to the people in the process of overcoming the consequences of storm No. 3, Prime Minister Pham Minh Chinh emphasized that storm No. 3 and its circulation have passed, leaving extremely heavy damage to the northern provinces.

Among them, Lao Cai is the locality that has suffered the greatest loss and pain in terms of people and property. In Lang Nu, Nam Tong, Kho Vang alone, 84 people were lost, many families were left without a single person after the storm. That is the pain, the irreparable loss.

The Prime Minister said that immediately after the flood passed, Party and State leaders went to the scene to encourage people, inspect and direct the work of overcoming the consequences of the storm and flood, in which the Prime Minister directed 7 groups of tasks and solutions to overcome the consequences of the storm and flood, requiring that by December 31, 2024, the reconstruction of residential areas in Lang Nu, Nam Tong and Kho Vang villages must be completed.

Implementing the direction of the Politburo and General Secretary To Lam that no one should be left without shelter, hungry or cold, and no student should be left without school, the whole country quickly overcame difficulties, gradually overcame the consequences, revived and rebuilt life.

Only 10 days after the disaster, with the drastic participation of the entire political system and the support of sponsors, the reconstruction projects in Lao Cai province, including 3 residential areas: Lang Nu, Nam Tong, and Kho Vang, were started.

Under the direct and decisive direction of the Government and the Prime Minister, the Party Committee and the Lao Cai provincial government have actively coordinated with units participating in the construction of residential area reconstruction projects, regardless of the weather; regardless of the terrain, working with the spirit of "overcoming the sun, overcoming the rain," "only discussing work, not backtracking," "not enough work during the day, working at night," "people can rest but machines cannot rest," overcoming all challenges, "turning nothing into something, turning difficult into easy, turning impossible into possible"; speeding up construction, completing all projects, exceeding the set schedule.

In addition to building houses for the people, essential works such as schools, community houses, and technical infrastructure systems are also invested synchronously. The works are imbued with indigenous culture associated with traditional housing architecture of ethnic minorities.

According to Prime Minister Pham Minh Chinh, even in these most severe challenges, we have clearly seen six great meanings: the spirit of great national unity; love between people; comradeship, brotherhood; the spirit of mutual love, mutual assistance, the whole leaf covers the torn leaf, the torn leaf covers the more torn leaf are aroused and promoted. Appreciating the completion of the project ahead of schedule, the Prime Minister acknowledged, commended, thanked and appreciated the efforts of the Party Committee and local authorities of Lao Cai province; the contributions, accompaniment and support of agencies, units, localities, individuals, forces, especially the heroic Vietnam People's Army with the spirit of "Serving the people", further enhancing the image of Uncle Ho's soldiers in the cause of building and defending the Fatherland, especially meaningful on the occasion of the 80th anniversary of the founding of the Vietnam People's Army, 35th anniversary of National Defense Day.

With the view that once settled down, one must have a career, the Prime Minister directed that in the coming time, the whole country and Lao Cai province in particular continue to overcome the consequences of natural disasters; organize for people affected by natural disasters to stabilize their lives and production. In particular, in Lang Nu village, along with arranging production land, it is necessary to design and build a dam, block the stream and turn it into an artificial lake, both to create a landscape and for people to raise aquatic products.

Prime Minister Pham Minh Chinh assigned the Ministry of Natural Resources and Environment to urgently submit to the Government a project on preventing landslides and flash floods in the mountainous, midland and northern central regions to ensure safety, security and safety for people in these areas. Lao Cai province, together with urgently arranging the organization of the political system, continues to promote the completion of the goals of the 13th National Party Congress, the Resolutions of the Party Congresses at all levels, with the results of each year being higher than the previous year, the people are increasingly happy and prosperous. In particular, before December 31, 2025, Lao Cai must complete the elimination of 11,000 temporary and dilapidated houses in the area.

Prime Minister Pham Minh Chinh hopes and believes that the three residential areas of Lang Nu, Nam Tong, and Kho Vang will develop in all aspects, becoming model villages and happy villages.

On this occasion, the Prime Minister presented 150 houses to poor households living in temporary and dilapidated houses in Lao Cai province, sponsored by the Vietnam National Oil and Gas Group, Sovico Group and other sponsors. The Prime Minister also presented 200 bicycles, 200 gifts and 200 sets of clothes to children in Lao Cai province.
