On the afternoon of September 21, 2024, at Lang Nu village, Phuc Khanh commune, Bao Yen district, Lao Cai Provincial People's Committee held a groundbreaking ceremony to build and rebuild the resettlement area and hand over the new temporary housing area to the people of Lang Nu.
Attending the groundbreaking ceremony were Mr. Le Ngoc Quang - Member of the Party Central Committee - General Director of Vietnam Television; Mr. Dang Xuan Phong - Member of the Party Central Committee - Secretary of the Provincial Party Committee - Head of the National Assembly Delegation of Lao Cai Province; Mr. Trinh Xuan Truong - Chairman of Lao Cai Provincial People's Committee and leaders of departments and branches of Lao Cai Province; Representatives of Thien Tam Fund under Vingroup Group; Leaders of Bao Yen District, Phuc Khanh Commune and especially the people of Lang Nu, who have suffered pain and loss in the recent past.
Rapid deployment of temporary housing
Speaking to the people of Lang Nu, Mr. Trinh Xuan Truong, Chairman of Lao Cai Provincial People's Committee, looked back, Storm No. 3 (Yagi) was the strongest storm in the past 30 years in the East Sea and in the past 70 years on land, with many unprecedented characteristics, a super storm with very strong intensity (wind gusts of level 17); very large destructive power; long duration of destruction on land and maintaining storm intensity; very wide range of influence, covering all 26 localities in the Northern region and Thanh Hoa ; many affected subjects; causing long-term heavy rain, leading to natural disasters of floods and serious landslides in many localities.
For Lao Cai province, due to the influence of storm No. 3 (Storm Yagi), from the night of September 7-11, 2024, Lao Cai province experienced moderate to heavy rains over a wide area. Heavy rain combined with water from upstream caused floods on the Red River, Chay River and many other rivers and streams in the province. In particular, from September 9-11, 2024, many places in the province were flooded and deeply flooded over a wide area, while flash floods, landslides and landslides occurred in many places, causing very serious damage to people, production, business and infrastructure in the province.
During the days when Lao Cai people as well as many other northern provinces were in pain and suffering due to the impact of storm No. 3, the solidarity of the people with the tradition of "Mutual love and support", "The whole leaves cover the torn leaves, the less torn leaves cover the more torn leaves" was highlighted. There have been hundreds of trips day and night transporting goods and essential necessities, millions of messages of sympathy and encouragement from people across the country sent to the people and the Party Committee and government of Lao Cai province. Up to this point, there have been over 5,600 collectives, individuals, agencies and businesses supporting and registering to support the province; This is a great source of encouragement, a solid support in difficult times for the people of all ethnic groups in Lao Cai province.

The Chairman of Lao Cai Provincial People's Committee said that Lang Nu village - where many households were affected, suffered loss of life and property, due to the impact of storm No. 3 - was completely swept away by flash floods. Due to the impact of storm No. 3 in 2024, in Lang Nu area, Phuc Khanh commune, Bao Yen district alone, 35 households/158 people were affected and suffered damage, of which: 53 people died. Under treatment: 15 people. Unknown: 13 people. 87 people were lucky to escape thanks to early evacuation to other areas and work far away before the landslides and flash floods occurred. Currently, the households have been arranged by local authorities to stay in temporary houses with relatives' families.
Faced with that situation, Vietnam Television, the Kindness Fund - Vin Group Corporation and the Provincial Party Committee and People's Committee of Lao Cai Province have agreed on the policy of rebuilding the residential area of Lang Nu village. The reconstruction area has an area of about 18.5 hectares and will have over 40 households with hundreds of people relocated. The location of the resettlement area was consulted with the people and is not far from the old place of residence (about 2km), ensuring safety and will be both a long-term residence for the villagers and meet the needs of daily life and normal life of the people, meeting the needs of production and business and being suitable to the culture and customs of the people.
“Dear comrades and people! Today, we are organizing the groundbreaking ceremony to build and rebuild the resettlement area of Lang Nu village. This is just the beginning. With the determination to complete it by December 31, 2024 so that people have a new place to live, while there is still a lot of work to do, it is inevitable that there will be difficulties and obstacles. But with the spirit of self-reliance of our nation, of each person when facing difficulties and challenges, the more pressure, the more effort, strive to rise up, overcome one's own limits "turning nothing into something, turning difficult into easy, turning the impossible into possible" to contribute to quickly overcoming the consequences of super typhoon No. 3, I believe that the project to rebuild the resettlement area of Lang Nu village will be completed soon so that people can stabilize their lives" - Chairman of Lao Cai Provincial People's Committee could not hide his emotions...
And in order for the project to be urgently constructed and completed, the Provincial People's Committee has established a Steering Committee and Working Groups. The Chairman of the Lao Cai Provincial People's Committee requested the Steering Committee, Working Groups and local authorities, consulting units and contractors to closely and resolutely coordinate with the spirit of working day and night; develop a detailed plan, organize 3 shifts and 4 teams to soon complete the reconstruction of the resettlement area of Lang Nu village to ensure quality, progress and stabilize people's lives.
The miracle in Nu Village
Immediately after the groundbreaking ceremony of the new Lang Nu village resettlement area, the local government handed over temporary housing in Lang Nu village, Phuc Khanh commune, Bao Yen district to 23 households to temporarily live while waiting for the resettlement area to be completed.
This rapid result was achieved thanks to the tireless efforts of the local government system, construction forces, army, militia, youth, etc., along with the timely intervention of Thien Tam Fund (Vingroup Corporation) to immediately provide stable housing for people while waiting for the new resettlement area.
The temporary residence was built on an area of 2,000 square meters, 1.5 kilometers away from the old residence. The area consists of 4 rows with 25 houses built with sturdy steel frames, ensuring safety. Each temporary house has been equipped with necessary items for family life.
The entire construction cost of 2 billion VND was sponsored by the Thien Tam Fund of Vingroup Corporation. In addition, the Thien Tam Fund also immediately supported 200 million VND for each family with a deceased person in Lang Nu to encourage the people and support those who remain to cover their living expenses, living expenses, production and business.
Talking to TN&MT newspaper reporter, Mr. Ly Minh Tuan - Director of Thien Tam Fund shared: With the spirit and highest responsibility of Vingroup, Thien Tam Fund has always stood side by side with the government and people of Lang Nu, taking action as quickly as possible to complete temporary houses for households within 7 days. The Fund has immediately established 8 rapid response teams, continuously in the past days and the coming days, the Fund's rapid response teams also spread out to all areas of Lao Cai province to directly visit and collect information of families with deaths and complete loss of housing to provide timely support.
Due to the fragmented terrain, landslides on many roads, and the fact that households are far apart, reaching each household is very difficult, requiring the rapid response teams to work day and night. Overcoming all, Thien Tam Fund still tries its best with the hope of bringing the hearts of Vingroup people to Lao Cai and the provinces affected by floods as soon as possible.
In Lao Cai province, Thien Tam Fund also sponsored additional essential goods and supplies for on-site health care for mothers, newborns and people injured in storms and floods with a total value of nearly 500 million VND. At the same time, it assessed the damage and is planning to build a dormitory for 500 students in Bat Xat district with a value of nearly 13 billion VND, and is surveying civil works that collapsed and were completely damaged by the recent storms and floods...
And the happiest people today are none other than the people of Lang Nu.
As one of the 23 households receiving temporary housing, Mr. Hoang Van Voi emotionally told a reporter of the Natural Resources and Environment Newspaper: In the pain of losing his wife and children, the Prime Minister and comrades from the province and district came to encourage me to overcome the loss, and together with the government, soldiers, public security forces, and militia, searched for the victims.
"In my life, I have never witnessed a construction event as fast as the Temporary Residence Area of Lang Nu. This urgent intervention has helped me and my families to ease some of the pain, to stand up and rebuild our lives" - Mr. Hoang Van Voi choked up.
Mr. Pham Nang Chung - Deputy Director of the Department of Natural Resources and Environment of Lao Cai gave the reporter of the TN&MT Newspaper more information: Implementing the direction of the Provincial Party Committee and the People's Committee of Lao Cai province, the Department of Natural Resources and Environment has coordinated with the People's Committee of Bao Yen district and directed the units of the industry to urgently overcome the environment, especially, creating all conditions in the work of site clearance to serve the implementation of the 2 projects in the spirit of terrain safety, convenience for daily life, production and solidarity and consensus among the people.
