On the morning of October 10, at Cuu Long University, the National Assembly Delegation of the 15th term of Vinh Long province held a conference to collect comments on the draft Law on Higher Education (amended) and the draft Law on amending and supplementing a number of articles of the Law on Education.

Attending the event were comrades: Thach Phuoc Binh - Provincial Party Committee member, Deputy Head of the National Assembly Delegation; Be Trung Anh - Full-time member, National Assembly Delegation Work Committee; together with representatives of the People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, leaders of departments, branches, sectors; universities, colleges and representatives of leaders of some communes and wards in the province.

The conference received many comments from delegates. The draft Law on Higher Education (amended) proposed to publish a map of human resource needs every year to guide the opening of majors; pilot vocational certificates in secondary schools before official implementation. At the same time, a set of free national textbooks combined with local documents updated every 3 years, reflecting regional characteristics, especially climate change in the Mekong Delta...

Commenting on the draft Law on Higher Education (amended), delegates highly appreciated the conciseness, clarity of autonomy - responsibility - academic integrity, but proposed to specify the scope of autonomy and a set of mandatory public indicators (finance, tuition, accreditation, employment, etc.). It is necessary to switch from pre-inspection to post-inspection, reducing compliance costs. It is proposed to maintain the regulations on the rights of private school investors, the model of the board of directors, etc.

Comrade Thach Phuoc Binh acknowledged the sense of responsibility and dedicated opinions of the team of teachers, scientists and managers. He requested that educational agencies and units in the province continue to discuss and contribute more opinions in writing, contributing to the completion of draft laws to ensure feasibility and effectiveness, meeting the requirements of fundamental and comprehensive innovation in education and training in the new period.
