On the morning of October 16, the 18th Congress of Hanoi Party Committee, term 2025 - 2030, officially opened, with the participation of 550 outstanding delegates, representing nearly 500,000 party members of 136 party committees under the City Party Committee.

Solve 4 existing problems once and for all

Speaking at the opening session of the congress, General Secretary To Lam agreed with the six groups of limitations and weaknesses mentioned in the political report, and at the same time suggested that the congress continue to deeply analyze the causes of the existing problems and limitations in order to have a policy to completely resolve them in the next term.

To help Hanoi enter a new development phase, General Secretary To Lam suggested 7 requirements and tasks to the Hanoi Party Committee. First, building a clean and strong Party Committee and political system, setting an example of action and responsibility. This is the first breakthrough axis, deciding all successes. "Every cadre and party member must dare to think, dare to do, dare to take responsibility for the common interest. Words must go hand in hand with actions to serve the people. We must radically change our thinking with a new spirit: Hanoi does what it says, does it quickly, does it correctly, does it effectively and does it to the end," the General Secretary emphasized.

Second, Hanoi needs to put culture, identity and creativity at the center of all development orientations of the capital. This is considered a strong endogenous resource, the foundation for forming the intellectual capacity and growth of Hanoi, as a foundation for the capital to affirm its leading role, leading position and influence of the country in the new era.

According to the General Secretary, Hanoi is facing urban challenges accumulated from its development history such as old apartment buildings, long-term traffic jams, persistent air pollution, flooding during heavy rains and overloaded inner-city infrastructure. These challenges are not only infrastructure problems but also a test of national governance capacity, a test of the capital's stature and mettle.

Regarding this issue, the General Secretary asked the delegates attending the congress to discuss and agree to include in the action program during the term to completely resolve four problems that have existed for many years in the capital, including: traffic congestion; building a green, clean, beautiful, civilized, and hygienic urban order; environmental pollution, water pollution, air pollution; and flooding in urban and suburban areas.

"To overcome this, Hanoi cannot just adjust to the old way but must create a completely new governance model. From management to creation; from overlapping and fragmented to synchronous and integrated; from short-term to sustainable, with the stature of a modern capital, capable of thoroughly solving urgent problems and opening up new dimensions of development," the General Secretary requested.

According to the General Secretary, Hanoi not only maintains order but also creates breakthrough capacity, not only manages the present but also proactively shapes the future. "We must be brave in doing things that have never been done before, be cautious in method but decisive in action to lead the thinking, standards and development model of the whole country," the General Secretary emphasized.

Every policy must serve the people's quality of life.

Fourth, according to the General Secretary, Hanoi must perfect the multi-polar, multi-center urban model, turning each development pole into a center. Urban areas are closely connected by infrastructure, considering infrastructure as the "backbone" of strategic axes and comprehensive connecting corridors. It is impossible to continue to compress all administrative, economic, educational, medical, and cultural functions into the already overloaded historical inner city, but must reorganize the urban space according to dispersed poles while still ensuring synchronous connection.

Each urban area has a specific mission in a unified whole of the capital. In which, the central core is associated with the Hoan Kiem - Ba Dinh area, playing a political, cultural and heritage preservation role. The northwest pole, where the high-tech zone is located, becomes the high-tech center of education and research. The south is the modern industrial zones undertaking industrial logistics to support mechanical processing. The east is the gateway - the commercial center of services.

"Each pole will become a dynamic satellite, both functionally autonomous and closely connected to the entire capital and surrounding areas, helping Hanoi become a spreading, connecting urban area leading the region and the nation," the General Secretary analyzed.

Fifth, Hanoi must be developed into a center of science, technology and innovation. According to the General Secretary, this is not only a requirement for socio-economic development but also a strategic choice of national stature, demonstrating the mindset of transforming the growth model based on science, technology, talent and innovation.

Sixth, Hanoi must take people as the center and measure of development, building a humane, happy, fair, civilized capital, a model of intellectual culture to lead the nation.

According to the General Secretary, putting people at the center is not only a humanistic viewpoint but also the operating principle of a modern, smart and sustainably developed city. All policies, planning, technology and infrastructure must serve the capacity and quality of life of the people. The capital must become a city where everyone has the opportunity to study, create, start a business and contribute.

"Hanoi needs to promote the spirit of elegance, loyalty and responsibility in modern life, while building a standard, clean and people-friendly public service environment, with all actions of officials and state agencies reflecting responsibility and attachment to the people," the General Secretary requested.

Seventh, Hanoi must maintain national defense and security, expand regional and international cooperation. Proactively grasp the situation early and from afar; effectively prevent and combat crime, especially high-tech crime and organized crime; improve capacity for natural disaster prevention and control, search and rescue, and adapt to climate change. Take the sense of safety and peace of the people and tourists as a measure of the peace of the capital.

In her reply, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai asked to receive, thoroughly grasp and seriously implement the General Secretary's comprehensive and profound instructions for the capital Hanoi right in the congress program and in implementing the congress resolution.

The Executive Committee of the Hanoi Party Committee, 18th term, has 75 members.

On the afternoon of October 16, the 18th Congress of the Hanoi Party Committee, term 2025 - 2030, elected 75 people to the Executive Committee of the Hanoi Party Committee, term XVIII, term 2025 - 2030. Ms. Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee, term XVII, was elected with the highest number of votes (99.27%).

Immediately after being elected, the Hanoi Party Committee Executive Committee, term XVIII, 2025 - 2030, held its first meeting and conducted personnel work. According to the approved project, the Hanoi Party Committee Standing Committee, term XVIII, 2025 - 2030, will have 17 members; the number of Deputy Secretaries of the Party Committee will be 4 people.

The conference results will be announced this morning (October 17) and the Hanoi Party Executive Committee, term XVIII, 2025 - 2030, will be introduced to the congress on the same day.
