Increase regular expenditure for commune health stations

The Ministry of Health proposed increasing the budget for grassroots healthcare, expanding the list of insurance drugs and promoting the development of the commune health station system, creating a breakthrough in people's healthcare, especially in Hanoi and remote areas.

Responding to the petition of Thanh Hoa province voters on increasing regular expenditure for commune health stations, increasing on-duty allowances and expanding the list of health insurance drugs, the Ministry of Health said it had proposed the Ministry of Finance to adjust the budget allocation norms for the health sector for the 2026-2030 period.

Hanoi synchronously deploys tasks such as prioritizing preventive medicine and controlling diseases early and remotely.

According to Official Dispatch No. 1259/BYT-KHTC dated March 7, 2025, the Ministry of Health proposed allocating at least 30% of the total health budget expenditure to preventive medicine and at least 40% to primary health care (commune and ward health stations).

At the same time, the Ministry of Health continues to prioritize the budget for hospitals in remote, border, island areas and specific medical fields such as leprosy, tuberculosis, mental health, etc.

This proposal is built on the spirit of Resolution No. 20-NQ/TW dated October 25, 2017 of the Central Committee on strengthening people's health care and in accordance with the provisions of the current State Budget Law.

When the health sector is facing many difficulties and challenges, Resolution No. 72-NQ/TW is an important "push", adding motivation to promote investment in resources, develop high-quality health human resources, innovate financial mechanisms, strengthen grassroots health care, comprehensive digital transformation and improve management and operation capacity of the health system.

For Hanoi, this is a favorable opportunity for the Capital Health Department to concretize the Resolution's policies and breakthrough solutions into practice; synchronously develop the health network; improve the quality of medical examination, treatment and primary health care for the people; build a modern, humane health system in the Capital, associated with social security and international integration, worthy of the position of the Capital.

Along with that, Hanoi synchronously deployed tasks such as prioritizing preventive medicine, controlling diseases early and remotely; developing specialized medicine and traditional medicine; reforming health finance; promoting digital transformation; mobilizing social resources and encouraging private health care development.

These are key solutions for the capital to build a health system that meets the increasingly high and diverse health care needs of the people. In recent times, many initial results have shown the feasibility of the goal. Expanded immunization always reaches over 95% of children, contributing to controlling dangerous infectious diseases.

The management of non-communicable diseases has been enhanced, many cases of hypertension and diabetes have been detected early and treated promptly. The implementation of electronic health records has covered many districts, creating the premise for continuous and comprehensive monitoring of people's health.

To bring Resolution 72 into life requires the participation of the entire political system, synchronization from the city to the grassroots. The Hanoi Party Committee and People's Committee have directed the integration of the Resolution's objectives with the socio-economic development plan, assigning specific responsibilities to each sector and each level.

Local authorities must proactively allocate resources, prioritize investment in medical infrastructure, and closely coordinate with the health sector in communication and public mobilization work.

Resolution 72 affirms the building of a health system for the people, placing patients at the center. This is clearly demonstrated through the orientation of developing grassroots health care to become the "gatekeeper" to protect people's health, ensuring that all people have access to basic, quality, and equitable health services. Along with that, improving patient satisfaction is considered an important measure to evaluate the effectiveness of the health sector's operations.

Deputy Director in charge of the Hanoi Department of Health Nguyen Dinh Hung affirmed that these are also major social security policies, requiring thorough, synchronous preparation and a clear roadmap.

With great population pressure, the Hanoi Department of Health has been planning to advise the Hanoi People's Committee to develop a specific implementation plan for each phase, focusing on a number of key solution groups to soon put Resolution 72-NQ/TW into practice.

“We identify this as a long-term process, requiring the synchronous participation of all levels, sectors, and the support of the people and the business community. The Hanoi Department of Health is committed to making the greatest efforts, being proactive and creative in quickly bringing the Resolution into life, so that people can soon enjoy social security policies,” Mr. Hung emphasized.

In fact, many localities in Hanoi have quickly taken action. From July 19 to September 2025, all more than 6,600 people in Minh Chau island commune (Hanoi) received free health check-ups and medicine. This is the first locality in the country to implement a universal health check-up program right after operating the two-level local government model from July 1, 2025.

Recently, on September 13, tens of thousands of people in Tien Thang commune (Hanoi) received free health check-ups. This is the first phase in a "campaign" to provide health care for all 60,000 people in this locality with the goal of 100% of people living in the area receiving free health check-ups and creating electronic health records for life.

At the same time, mobilizing social resources is considered an important solution to supplement the state budget. Many private health facilities have participated in coordinating periodic health check-ups and disease screening for workers, contributing to sharing the burden with public health.

Notably, Resolution 72 has received widespread support and consensus from the people and workers in the area. People's trust in the effectiveness of the Resolution is an important driving force for the capital's health sector to successfully implement it.
