Raising the autonomy of public service units in the tourism sector

In order to increase the autonomy of public service units in the tourism sector as prescribed in Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government, at the 17th Session, the City People's Council passed a Resolution on the List of public service services using the State budget in the tourism sector of Hanoi City under the decision-making authority of the City People's Council.

According to the Resolution, the List of public career services using the State budget in the field of tourism in Hanoi under the decision-making authority of the City People's Council has 7 lists, of which 6 public career services using the State budget are proposed on the basis of Decision No. 156/QD-TTg dated January 29, 2022 of the Prime Minister promulgating the List of public career services using the State budget in the fields of culture, family, physical education, sports and tourism including: Promoting and advertising Hanoi tourism domestically and internationally; Developing Hanoi tourism brand; Organizing and participating in tourism events; Protecting, embellishing and developing the value of Hanoi tourism resources; Organizing information to support tourists and developing community tourism in Hanoi; Organizing surveys, collecting data, documents, and investigating Hanoi tourism resources.

The 7th service is to organize research on the international and domestic tourist market, based on the functions, tasks and actual situation of the tourist market, which always changes in each period and time, especially for the international tourist market. Research on the international and domestic tourist market will help evaluate and identify key tourist markets and potential tourist markets for Hanoi tourism. From there, propose solutions to attract tourists and build tourism products suitable to the needs of tourists, and at the same time, it is the basis for calculating the level of contribution of the tourism industry to the economic structure of the capital.

The issuance of the list of public career services using the State budget in the field of tourism of Hanoi City is under the authority of the City People's Council according to the provisions of Point d, Clause 3, Article 4 of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government. The issued list is the basis for developing technical and economic norms, unit prices, and prices of public services in the field of tourism of the City; it is the basis for management agencies to select units providing public career services in the form of assignment, ordering or bidding.

Regarding the necessity of issuing a resolution, according to the City People's Committee, the socio-economic development strategy for the 2021-2030 period clearly states: "Completing the system of public service units in the direction of streamlining, having a reasonable structure, having autonomous capacity, advanced management, effective and efficient operations; providing basic and essential public service services of increasingly high quality. Promoting the transfer of autonomy and self-responsibility to public service units".

To provide public career services, it is necessary to build a list of public career services using the State budget in accordance with the socio-economic development conditions of each period and the specific characteristics of each sector and field. The list of public careers is the basis for calculating the autonomy of public career units and gradually implementing the autonomy roadmap of public career units.

The list of public service sectors using the State budget in the field of tourism in Hanoi City is built and issued based on current regulations based on the promulgation authority of the City People's Council according to Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government on the financial autonomy mechanism of public service units; according to Decision No. 156/QD-TTg dated January 29, 2022 of the Prime Minister on the list of public service sectors using the State budget in the fields of culture, family, physical training, sports and tourism, including public service sectors related to the field of tourism; and Circular No. 56/2022/TT-BTC dated September 16, 2022 of the Ministry of Finance guiding a number of contents on the financial autonomy mechanism of public service units.

Based on those legal bases, in order to increase the autonomy of public service units in the tourism sector as prescribed in Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government, it is necessary to review and promulgate a list of public service services using the State budget in the tourism sector in Hanoi, ensuring the essentiality, conformity with the functions and tasks of public service units and the ability to build technical economic norms and unit prices of public services according to the pricing roadmap in Decree No. 60/2021/ND-CP.
