Hai Duong Social Policy Bank will maintain all old commune transaction points after the merger.

The Vietnam Bank for Social Policies, Hai Duong province branch, will maintain all transaction points in old communes, wards and towns in the province.

To facilitate people, in the immediate future, the Social Policy Bank, Hai Duong province branch, will maintain all commune transaction points (as present) after merging commune-level administrative units.

After the merger from July 1, Hai Duong province will reduce from 207 to 64 commune-level administrative units.

In the immediate future, to facilitate policy beneficiaries to access preferential policy credit capital, the Social Policy Bank, Hai Duong branch, will continue to maintain all 203 transaction points in the old communes, wards and towns (as at present).

As of June 24, the total outstanding policy credit balance in the province reached VND 6,045 billion, an increase of VND 185 billion compared to the end of May 2025, an increase of VND 536 billion compared to the end of 2024.

Of which, the largest outstanding loan balance is the program supporting job creation, with 2,148 billion VND. The second is the program for clean water and rural environmental sanitation, with an outstanding loan balance of 1,668 billion VND. The third is the program for lending to newly escaped poor households, with an outstanding loan balance of 1,205 billion VND.
