Economic growth in the third quarter was the highest in the same period since 2011.

Speaking at the regular Government meeting in September 2025 on the morning of October 5, Minister of Finance Nguyen Van Thang said that GDP growth in the third quarter is estimated at 8.22% over the same period.

Excluding 2022 with a recovery in growth due to the COVID-19 pandemic, this is the highest growth rate in the same period since 2011.

In the 8.22% growth of GDP in the third quarter, the growth of added value of the agriculture, forestry and fishery sector was 3.74%, the industry and construction sector was 9.46%, and the service sector was 8.54%.

In the first 9 months, GDP growth reached 7.84% over the same period; of which, growth of the agriculture, forestry and fishery sector was 3.83%, the industry and construction sector was 8.69% and the service sector was 8.48%; closely following the 8% growth scenario for the whole year when synchronously implementing the set solutions.

According to the Ministry of Finance's report, the world situation continues to fluctuate in a complex manner, with many difficulties, major challenges, and risk factors. In the country, opportunities, advantages, difficulties, and challenges are intertwined, but there are more difficulties and challenges, especially in the face of increasing unfavorable factors from the outside.

In the third quarter alone, our country had to endure 8 storms; in September alone, there were 4 consecutive major storms, especially storm No. 10 with very strong winds, wide range of influence, long duration of the storm, accompanied by heavy rain, causing severe damage, the total estimated damage is incomplete at over 16.5 trillion VND.

In that context, the Government, the Prime Minister, ministries, branches and localities have completed a large amount of work; the whole system has made great efforts, proactively responded promptly and effectively to the situation and sudden problems that arose, completing a very large and complicated amount of work in a very short time.

The socio-economic situation in the first 9 months continued to grow positively, achieving many important, outstanding and comprehensive results.

According to the report, production and business, growth drivers continue to be promoted and renewed, maintaining positive growth momentum. Agricultural and service growth maintained a good growth momentum in the context of being affected by natural disasters and floods, especially in September and the third quarter of 2025.

The mining industry in the third quarter tended to recover, increasing by 9.8%; the processing and manufacturing industry continued to be the driving force for growth, increasing by about 10% in the third quarter, and 9.92% in the first 9 months, reaching the scenario (9.9%).

CPI in September increased by 3.38% over the same period last year, and by 3.27% in the first nine months; supply and prices in areas affected by natural disasters were well controlled. Credit growth was high, and new lending interest rates continued to decline.

The stock and corporate bond markets continued to develop vigorously. State budget revenue in the first 9 months reached 1.92 trillion VND, equal to 97.9% of the estimate, up 30.5% over the same period.

The number of newly registered and re-operated enterprises in September reached 27,500, up 55.6% over the same period; in 9 months, it reached over 231,300 enterprises, up 26.4%, the total additional capital of operating enterprises was 3.3 million billion VND, up 186.5%.

However, in addition to the achieved results, the socio-economic situation faces a number of difficulties, such as: the growth task in 2025 still has many challenges, the macro-economy is under a lot of pressure from the outside; new growth drivers are in the early stages, needing time to create changes; institutional and legal improvements have been directed with attention, but there are still problems, not keeping up with development requirements; natural disasters occur continuously on a large scale, causing heavy damage in many localities, and are forecast to have complicated developments in the last months of the year, especially the phenomenon of natural disasters overlapping natural disasters.

Forecasting many new issues, ministries, branches and localities are required to continue to comprehensively and effectively implement resolutions and conclusions of the Party and the National Assembly, breakthrough resolutions of the Politburo, and directions of the Government and the Prime Minister; strive to "achieve and exceed any targets that are expected to be achieved or approximately achieved, and the operating scenarios".

To achieve the growth target, the Ministry of Finance noted and proposed a number of groups of tasks such as: carefully preparing draft laws, resolutions, and contents to be submitted to the National Assembly at the 10th Session; doing a good job of receiving, explaining, creating high consensus, and organizing implementation immediately after being approved by the National Assembly.

Along with that, resolutely and effectively implement the conclusions and directions of the Politburo, Secretariat, Central Steering Committee, Government, and Prime Minister on reorganizing the apparatus, public service units, state-owned enterprises, and implementing the 2-level local government model, especially tasks and work with deadlines for completion in October.

In addition, it is necessary to boost exports, develop harmonious and sustainable trade; continue to improve institutions and laws, reform administrative procedures; at the same time, promote investment, stimulate consumption and strongly develop new growth drivers, science and technology, innovation, and digital transformation.

On the other hand, continue to focus on maintaining macroeconomic stability; developing culture and society, preventing natural disasters, protecting the environment; promoting information and communication, and improving the effectiveness of mass mobilization work.
