Prevent illegal buses and bus stations from running rampant at the end of the year

One of the proposed solutions to prevent illegal vehicles and bus stations is to install surveillance cameras at hot spots, so that authorities can promptly detect and strictly handle violations.


Stop and park to pick up passengers in the middle of the road

In recent days, it is not difficult to see on Pham Hung Street (My Dinh, Nam Tu Liem, Hanoi ) towards Thang Long Bridge, every day there are hundreds of passenger cars continuously stopping and parking haphazardly to pick up and drop off passengers.

Every day, Ms. Nguyen Thuy (Chuong My, Hanoi) travels here and says that the long lines of passenger cars stopping and parking illegally make traffic even more congested, especially during rush hours. "The cars suddenly stop or cut in front of other vehicles to pick up and drop off passengers illegally, which is very dangerous," Ms. Thuy said.

According to records, the vehicles often stop, park close to the roadside, even on the sidewalk or right at the bus stops, moving at a snail's pace. As long as there is no sign of the authorities, the vehicle door will be quickly opened for the bus attendant to let the passengers on.

Typically, on the morning of January 2, in just about 30 minutes, at the section passing My Dinh Bus Station, reporters witnessed dozens of vehicles stopping and parking arbitrarily to collect passengers despite the prohibition signs.

Instead of going inside to buy tickets, dozens of people waited on the side of the road to catch a bus. Notably, many passengers even stood in the middle of the road to hand over their luggage, causing chaos and disrupting traffic safety.

Proposal to install cameras at hot spots

A representative of Traffic Police Team No. 6, Traffic Police Department, Hanoi City Police said that the problem of illegal vehicles picking up passengers illegally has been going on for many years, especially at the end of the year. Although the Traffic Police and Traffic Inspectorate have dealt with it very strongly, many vehicle operators, for profit, still ignore the violations.

To thoroughly deal with illegal taxis and bus stations, the authorities need to clarify whether there is any protection or assistance. If there is, the violations need to be strictly handled and publicized to set an example and create deterrence.

"In addition to increasing patrols and controlling hot spots, the authorities have directly visited businesses, bus companies, and representative offices to propagate and request them to sign commitments. However, violations still occur. The unit will conduct a basic investigation of the area and quickly grasp new violations and new tricks of bus companies to handle them," said a representative of Traffic Police Team No. 6.

According to Mr. Dao Viet Long, Deputy Director of the Hanoi Department of Transport, in the process of passenger transport business activities, a number of common violations have arisen such as contract vehicles and tourist vehicles stopping to pick up and drop off passengers at the wrong places; vehicles with 10 seats or more organizing shared trips and booking seats without a transport contract.

Hanoi is proposing to install surveillance cameras on key routes and bus station areas so that authorities can inspect, monitor, promptly detect and strictly handle violations. At the same time, promote the application of information technology, improve the efficiency of data exploitation from journey monitoring devices to handle...

In addition, Hanoi also established an interdisciplinary working group to inspect passenger pick-up and drop-off activities in the area; assigning responsibility to districts when illegal passenger pick-up and drop-off stations occur.

Need a "cure"

Traffic expert, Dr. Nguyen Huu Duc, said that at the end of the year, when travel demand increases, the phenomenon of illegal buses and bus stations tends to increase. This situation not only causes disorder in traffic safety but also causes the State to lose tax revenue, while the rights of passengers are not guaranteed in case of incidents or accidents.

"Many transport businesses use very sophisticated tricks to deliberately circumvent the law and avoid inspection and supervision by authorities. Eliminating illegal vehicles and bus stations is not something that has just been talked about, but it is also not something that can be done overnight," said Mr. Duc.

To be able to handle it thoroughly, Mr. Duc said, it is necessary to apply many solutions synchronously. In particular, the first thing is to strengthen inspection and strictly handle violations through the establishment of interdisciplinary working groups, regularly inspecting areas considered hot spots.

At the same time, it is necessary to invest in upgrading bus station infrastructure, ensuring convenience and safety to attract people to choose official bus stations instead of illegal buses; clearly regulate departure times, pick-up and drop-off points and strictly control the operations of bus companies at official stations.
