Hanoi maintains growth of nearly 8%

In the context of many fluctuations in the world and domestic economy, Hanoi still recorded a GRDP growth rate of 7.92% in the first 9 months of 2025, budget revenue exceeding the estimate by 3.3% and increasing by nearly 40% over the same period.

Budget revenue exceeds estimate

At the Government's online conference with localities on the morning of October 5, chaired by Prime Minister Pham Minh Chinh, Chairman of the Hanoi People's Committee Tran Sy Thanh reported on the capital's socio -economic development results for the first 9 months of 2025 with many positive indicators.
Accordingly, the third quarter growth rate reached 8.2%, bringing the 9-month GRDP growth to 7.92%. Hanoi 's economic scale this year is expected to reach about 63.5 billion USD, an increase of more than 8% compared to 2024 (58.6 billion USD), accounting for about 12.5% ​​of the country's GDP.

The economic structure continued to shift in a positive direction: the service sector accounted for 67.65% and increased by 8.74%; industry and construction accounted for 20.8%, increased by 7.03%. Some key manufacturing industries such as turbines, generators, pharmaceuticals and industrial materials recorded strong growth.

Total social investment capital in the area reached VND80,000 billion, up 17.7%. FDI capital alone reached USD3.9 billion, 2.9 times higher than the same period in 2022, showing that the capital's investment environment continues to improve. Total export turnover is estimated at USD50 billion.

Notably, state budget revenue as of October 1 reached VND530.8 trillion, equivalent to 103.3% of the estimate and up nearly 40% over the same period last year. Of which, domestic revenue accounted for 94.8% with VND501.7 trillion. Local budget expenditure reached VND92.3 trillion (55.6% of the estimate), of which development investment expenditure reached VND48,000 billion, equal to 46% of the estimate. Chairman Tran Sy Thanh pledged that Hanoi will disburse the entire investment capital plan in 2025.

Many bright spots in economic development

In the business sector, Hanoi recorded 25,000 newly established enterprises, up 10.5% over the same period; the number of enterprises returning to operation increased by 4.9%. After the Government issued Resolution 64/NQ-CP and Resolution 68-NQ/TW on private economic development, this sector has made a clear breakthrough.
Hanoi’s average consumer price index (CPI) increased by 8.41%, reflecting price pressures that remain under control. The city continued to hold the leading position nationwide for three consecutive years in the local innovation index – an important indicator of the competitiveness of the country’s largest urban economy.

Not only maintaining high growth momentum, Hanoi also achieved many outstanding results in the fields of culture, society and urban areas. In 9 months, the city organized 1,852 art performances, many large-scale cultural and sports events, contributing to attracting tourists and stimulating consumption. Revenue from relic sites and tourist attractions increased sharply, estimated at 180 trillion VND.

The Capital Government continues to pay attention to social security work, taking care of the lives of people with meritorious services, policy families and vulnerable groups, especially during major national holidays.

According to Chairman of the Hanoi People's Committee Tran Sy Thanh, to achieve the annual growth target of over 8% as committed to the Government, the tasks in the last months of the year are "very heavy", requiring the entire political system and the people of the capital to continue promoting the spirit of emulation, innovation and creativity.

Compete to accelerate and comprehensively complete the 2025 goals

Also on the morning of October 5, at the launching ceremony of the special emulation movement chaired by Prime Minister Pham Minh Chinh, Chairman of the Hanoi People's Committee Tran Sy Thanh, on behalf of the locality, strongly responded to the peak emulation campaign to achieve achievements in celebration of the 14th National Congress of the Party.

As the capital - the heart of the country, Hanoi clearly identifies its pioneering responsibility in the patriotic emulation movement, making an important contribution to the overall success of the country. The city is committed to effectively organizing and implementing the emulation movement with the motto "Solidarity - Creativity - Determination - Efficiency", focusing on the following key tasks:

Strengthening management effectiveness, promoting digital transformation, administrative reform, building a streamlined urban government to serve people and businesses.

Ensure political security, social order and safety, and absolutely protect the safety of important political events, especially the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Promote rewards, honor effective initiatives and models, and commend collectives and individuals with outstanding achievements in emulation, thereby spreading the spirit of responsibility and dedication throughout society.
