Hanoi Department of Education and Training informs: Based on the forecast bulletin at 5:00 a.m. on October 6, 2025 of the National Center for Hydro-Meteorological Forecasting: Storm No. 11 (Matmo) has entered mainland China and weakened rapidly; Hanoi area is not affected by storm winds, however, from noon to night on October 6, there is a possibility of heavy rain, locally very heavy rain (50-100 mm, some places over 150 mm), risk of local flooding in low-lying areas with poor drainage.
To ensure the safety of students, teachers and school facilities, the Hanoi Department of Education and Training requires units to: Closely monitor weather developments; proactively and flexibly adjust teaching plans, ensuring absolute safety for students.
In case students go to school, the unit must arrange flexible management and teaching to ensure safety for students and teachers; review and inspect the drainage system, school yard, classrooms, cafeteria, and boarding areas; promptly clear and reinforce to prevent flooding and landslides; strictly implement the on-duty regime, regularly update information, and promptly report on rain and flood situations and impacts on teaching and learning activities (if any) to the Department of Education and Training for synthesis and handling according to regulations.
Previously, on the afternoon of October 5, the Hanoi People's Committee held a meeting with departments, branches, communes and wards to discuss plans to respond to storm No. 11. At the meeting, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that the agency had just announced that students in the city would be off school on October 6 (Monday) to ensure safety. Schools will temporarily stop teaching in person and switch to online learning; at the same time, continue to closely monitor weather developments to have appropriate adjustment plans.
The Department requires units and schools to proactively review facilities, equipment, records, documents, and relocate them to safe places; coordinate with local authorities in ensuring the safety of students and teachers, especially in areas at risk of flooding and landslides.
