This general review is considered an important step to help people check, supplement, and correct missing or incorrect information about vehicles and driving licenses. Once the data is fully verified and updated, the information will be synchronized with the National Population Database, ensuring accuracy, transparency, and legality in all transactions or situations that arise. This is not only a technical task of the police force but also a policy to protect the legitimate rights of the people.
According to the plan, the police of communes and wards in the province will coordinate with the Traffic Police Department (PC08) to check each vehicle and each owner, make statistics and classify clearly. Vehicles that match the list, vehicles with new owners, vehicles with unknown owners or vehicles that are no longer in operation will all be recorded, compared and handled according to regulations. Cases of incorrect information or where the vehicle owner cannot be found will be publicly posted for people to know and supplement.
Ms. Phan Thi Linh, a resident of Truong Vinh Ward, shared: “I was informed by the ward police about checking the information of the old driver's license and was instructed to switch to a PET card. The process is very clear, easy to understand and convenient. Now the driver's license has an identification code, is easy to look up and I feel more secure when using it.”

In Bach Ha commune, people also highly appreciated the service spirit of the police force during this inspection. Mr. Nguyen Van Truong, a local resident, said: “I use a car I bought from an acquaintance but have not completed the transfer procedure. Now, after the inspection, the commune police came to my house to guide me to re-declare information, I just found out that my car is not in the system. This is very necessary, helping to legalize the vehicle, avoiding future troubles.”
Senior Lieutenant Pham Xuan Vinh - an officer of Bach Ha Commune Police shared: “We directly go to each household, check the actual vehicle and compare the owner information. In cases where there is a vehicle but the name has not been transferred, or the information is incorrect, we provide specific instructions for people to declare, supplement and complete the documents. Many people agree because they clearly see the benefits of updating accurate information. This not only ensures their rights but also contributes to better management of the vehicle situation in the area.”
Not only protecting the legitimate rights of the people, the inspection plan also aims to prevent the legalization of stolen vehicles, smuggled vehicles, vehicles without original documents or using incorrect identification plates. Each accurately verified information will help improve the efficiency of vehicle management, traffic controllers and ensure safety and order throughout the province.
Putting data into digital platforms, better serving people
In addition to reviewing information, the digitization of vehicle registration records is also being implemented synchronously. All original records such as factory quality inspection certificates, import declarations, vehicle confiscation decisions or establishment of national ownership rights, etc. will be scanned and stored electronically. These documents are standardized in PDF format, ensuring high resolution for fast, safe and long-term reference.
Digitalization not only helps management agencies easily look up information but also minimizes the risk of loss and damage of paper records, at the same time, supports administrative reform, moving towards complete management by electronic data. When vehicle information, vehicle owners and records are all stored digitally, administrative procedures such as name change, license plate change, and re-issuance of documents will become faster and more transparent.

For paper motorcycle driving licenses that have not been updated to the electronic system, the Commune Police will issue information collection forms, compare them with the National Population Database, and ask citizens to provide their licenses and related documents. After verification, people will be supported to change to PET cards with identification codes and electronic storage. This helps to limit the situation of fake or invalid driving licenses issued by competent authorities, while ensuring that people are legally protected.

When personal and vehicle information is authenticated, people will have more convenience in all administrative procedures such as changing names, changing documents, buying insurance, and even handling violations or disputes. This is an important step towards a comprehensive digital administration".
The work of reviewing and digitizing vehicle and driver data is part of the digital transformation process in the police force. When data is cleaned, unified and shared between systems, we can serve people faster and more accurately. The ultimate goal is to put people at the center, making it easy to access public services and have their rights protected in a transparent manner.

According to the plan, the entire process of reviewing, updating and supplementing vehicle registration data, vehicle management and driver identification codes will be completed before December 31, 2025. The digitization of vehicle registration records is targeted to be completed before March 30, 2026. During the implementation period, Nghe An Provincial Police requested units to increase propaganda and provide specific instructions so that people clearly understand the purpose and benefits of the review, and at the same time, proactively coordinate to provide information.
All steps are carried out publicly, transparently, and in accordance with the law. It is absolutely forbidden to take advantage of the data update process to legalize stolen vehicles, vehicles of unknown origin, or invalid driving licenses. Commune-level police are assigned to regularly monitor and report daily and monthly progress to PC08 Department; at the same time, professional departments coordinate in handling violations and investigating traffic accidents to ensure that data is updated fully and accurately.
In the context of strong digital transformation, building a database of vehicles and drivers is an important foundation for modern management, while also helping people easily carry out transactions and administrative procedures. People benefit directly when information is transparent, their rights are guaranteed and all activities related to vehicles become more convenient and faster.
