From early morning, at the clothing store located right on National Highway 32, Thai village, Khao Mang commune, Ms. Vang Thi Nhung was busy introducing brocade products to visitors and shoppers. Not only selling ready-made clothes, she also has traditional skills in weaving and sewing brocade costumes, handbags and fashion accessories for tourists. This job helps Ms. Nhung have a stable income of over 50 million VND per year, while still having time to take care of her family and work in the fields. This achievement is thanks to a loan of 100 million VND from the loan program for production and business households in difficult areas that she has had access to since 2023.

“Before, I had a lot of difficulties, but thanks to the loan program for production and business households in difficult areas, I had the capital to rotate my business, produce clothes to maintain the store. Since then, I have had a job and a stable income to take care of my family,” Ms. Vang Thi Nhung shared.

Not only Ms. Nhung's family, but also in Khao Mang commune, with a capital of over 70 billion VND disbursed to households, 135 households have borrowed for production and business with a capital of over 11 billion VND. This preferential policy capital has helped households to develop production and business, create jobs, bring income to the family, many households have escaped poverty and become well-off households.

According to Mr. Bui Van Hoa - Director of Mu Cang Chai Social Policy Bank Transaction Office, by the end of September 2025, the total outstanding debt of policy credit programs in the area will reach nearly 500 billion VND, with over 7,583 customers with outstanding debt. Of which, the loan program for production and business households in difficult areas accounts for over 17%.

“The transaction office has identified a loan program for production and business households in difficult areas with the aim of developing the socio-economic conditions of mountainous communes. The transaction office has closely coordinated with political and social organizations to carry out inspection and supervision of the use of loans to ensure that they reach the right beneficiaries and are used effectively. Many households that do business effectively and have a comfortable life have proactively repaid the loan early to give other households the opportunity,” said Mr. Hoa.

To ensure that capital reaches the right beneficiaries in a timely manner, the Mu Cang Chai Social Policy Bank Transaction Office has closely coordinated with local authorities and mass organizations, such as the Farmers' Association, Women's Association, Youth Union, Veterans' Association, etc. to propagate and disseminate policies to the people and beneficiaries.

Mr. Thao A Phenh - Vice Chairman of the People's Committee of Pung Luong Commune, said: Many households in the production and business sector have not grasped the policies and regulations on loans, so they do not dare to invest in expanding production and business. However, when they understand this policy, they have boldly applied for loans, invested in expanding shops, sewing brocade clothes, and renting rice fields to grow vegetables. Currently, many people have become examples of escaping poverty and doing well economically .

In recent times, the Mu Cang Chai Social Policy Bank Transaction Office has continuously improved its processes, shortened disbursement time, and helped people access capital more quickly and conveniently; mobile transaction sessions in the commune are organized periodically every month, helping people not have to travel dozens of kilometers to make loan transactions or repay debts.

Therefore, after merging the communes to make it easier for people to travel, we still maintain the transaction location at the headquarters of the old communes. Every time we conduct a transaction according to a regular schedule, we not only disburse and collect interest, but we also consider this an opportunity to propagate and guide people to use capital effectively.

In mountainous communes, where the terrain is rugged, transportation is difficult, and investment attraction is limited, policy credit capital plays a very important role. This is not only a capital channel to help people develop production, but also a "push" to promote the restructuring of the rural economy.

Especially in the central commune, the number of production and business households is large, so this capital source has created clear changes in the commune.

Many household economic models developed from loans for production and business in difficult areas have been spreading strongly, focusing on exploiting local strengths, such as: beekeeping for honey, homestays to develop community tourism, opening traditional restaurants... Not only improving people's income, these models also contribute to preserving cultural identity and maintaining the ecological environment.

Previously, my family's store was only small and limited in sales. Since receiving the loan, I have been able to expand the store, diversify the products and increase my family's income.
