"Departments, branches, localities and people need to be clearly aware of the extremely dangerous nature of storm No. 11 when natural disasters overlap natural disasters, the risk of disasters on top of disasters, multiple natural disasters (storms, thunderstorms, floods, landslides) to have plans and solutions to respond decisively, proactively, promptly, effectively, in accordance with the situation in each locality and at each time to absolutely ensure the safety of people's lives and property," emphasized text.
People's Committees of communes and wards, especially coastal communes, conduct "four on-site" checks, arrange forces, materials, machinery and equipment in key areas to be ready to immediately handle incidents, not to be passive or surprised.
Communes and wards proactively develop plans to protect houses, warehouses, educational and medical facilities, dykes, dams (especially those that have not been completely repaired due to recent incidents), production and business activities, and aquaculture; review and be ready to evacuate and relocate residents, and carry out rescue work when bad situations occur,... paying special attention to preventing thunderstorms before storms.
Localities coordinate with border guards and fisheries surveillance forces to ensure safety for ships and vehicles operating at sea and ensure safety for activities at sea and along the coast.
The People's Committees of communes and wards coordinate with functional forces to identify vulnerable areas at risk of incidents to mobilize and prepare forces, vehicles, materials and equipment before natural disasters occur, and proactively respond when bad situations occur.
The Department of Agriculture and Environment increases patrol forces, detects dike and irrigation incidents, and promptly handles them at the first hour to ensure the safety of people's lives and property.
This unit is required to direct the safe operation of irrigation dams and dykes (especially sea dykes), proactively have response plans to absolutely ensure the safety of residents in case of bad situations, and not be surprised.
At the same time, the department coordinates to review, develop, update, and complete specific scenarios and plans to respond to each type of natural disaster, each level of natural disaster risk, and each possible natural disaster situation in each locality in accordance with the 2-level local government model, in which it is necessary to clearly identify key high-risk areas that need protection to arrange "four on-site".
The Provincial Military Command and Provincial Police directed units to proactively coordinate with localities to review plans, arrange forces and vehicles in key areas, and be ready to support people in responding to natural disasters.

The center of the storm is located on the northeastern coastal area of Quang Ninh province. The strongest wind near the center of the storm is level 10, gusting to level 13. It is forecasted that by 4am on October 5, storm No. 11 Matmo will move rapidly in the West-Northwest direction, at 20-25km/h per hour, with the possibility of further strengthening. The center of the storm is located in the North East Sea, about 130km east of Leizhou Peninsula (China) with a level 13 intensity, gusting to level 16. At 4:00 a.m. on October 6, storm No. 11 Matmo did not change direction, moving rapidly at a speed of about 20 km/h, entering the eastern sea area of the northern Gulf of Tonkin and gradually weakening.
