Speaking at the opening of the Congress, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the 1st Ho Chi Minh City Party Congress, term 2025-2030, is an important event in the political and social life of the Party Committee, army and people of the City.
This Congress has two important tasks: To comprehensively review and evaluate the implementation of the Resolution of the Congress for the 2020-2025 term, to deeply review the responsibilities of the current Executive Committee, on that basis to determine the directions, goals and tasks of Party building and socio-economic development of the City for the period 2025-2030 and the following terms, in accordance with the characteristics of the two-level local government model; to discuss and contribute with enthusiasm, intelligence and high responsibility to the documents submitted to the 14th National Party Congress prepared by the Central Executive Committee.

According to the head of the Ho Chi Minh City Party Committee, in order to prepare for those two key tasks, over the past year, in the context of having to focus on leading and directing socio-economic development, while at the same time arranging the organizational apparatus, streamlining focal points and converting the management model to a two-level local government, the City Party Committee has worked very urgently, seriously, methodically and according to procedures, ensuring that the preparations for the Congress take place synchronously, effectively and substantially.
The documents submitted to the Congress were built on the basis of summarizing rich practices, closely following the Party's guidelines and policies, while mobilizing the intelligence and enthusiasm of the entire Party Committee and people of the City.

Many important and comprehensive results in various fields
The Secretary of the Ho Chi Minh City Party Committee stated that, contributing to the country's overall achievements over 40 years of implementing the renovation process, in the 2020-2025 term, despite facing many unprecedented difficulties and challenges, especially the serious impact of the COVID-19 pandemic... the Party Committee, government and people of Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau have united, made efforts to overcome challenges, and achieved many important and comprehensive results in all fields.

In particular, regarding the work of Party building and the political system, the City has focused on directing the strict implementation of the Central Committee's policies and resolutions, continuing to innovate leadership methods, improving the capacity and fighting strength of grassroots Party organizations, and building a contingent of cadres with sufficient qualities, abilities, and prestige to match the tasks.
The work of arranging and perfecting the organizational apparatus and streamlining the payroll has been implemented synchronously, associated with the construction of a two-level government model suitable to the scale and management characteristics of the City after the merger.
In the socio-economic field, the City has completed and exceeded most of the main targets of the term. The average GRDP growth rate reached 6.7%/year, the average GRDP per capita reached 8,224 USD, 1.7 times higher than the whole country, the economic scale accounted for over 23.5% of the country's GDP, contributing more than 1/3 of the total national budget revenue, the number of enterprises accounted for 31% of the country. State budget revenue has continuously increased, exceeding the estimate by 10% to 15% each year, being the main economic locomotive of the whole country...
"Those great results are vivid proof of the mettle, intelligence, spirit of solidarity, dynamism and creativity of the Party Committee and people of Ho Chi Minh City, demonstrating the steadfast will and strong aspiration to rise up for the common goal: Ho Chi Minh City develops rapidly, sustainably, with humanity, modernity, integration, and is worthy of being the locomotive and driving force for the development of the whole country," Comrade Tran Luu Quang affirmed.
Also according to the Secretary of the Ho Chi Minh City Party Committee, when implementing the revolution of streamlining the organization, rearranging administrative units, ensuring effective and efficient operations and operating the two-level local government model, Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau were merged into a unified development entity - Ho Chi Minh City. From the tradition of "sharing the same river, sharing the same destiny" of the three localities closely linked throughout history, up to now, "mountains connected to mountains, rivers connected to rivers, seas connected to seas" have created a new development space, a new resource and driving force, a new resonance strength, opening up a period of development with greater stature, scale, position and aspirations.

Clearly define goals and tasks for the new term

According to Secretary of the City Party Committee Tran Luu Quang, those goals are both heavy, honorable and glorious, and are the historical responsibility of the Party Committee, the government and the people of the City, and first of all of the delegates attending today's Congress. The 1st Congress of the Ho Chi Minh City Party Committee for the 2025-2030 term convened 547 official delegates, including 106 ex-officio delegates and 441 delegates appointed at the Party Committees of communes, wards, special zones and grassroots Party Committees directly under the Ho Chi Minh City Party Committee.

Along with that is the presentation of the Review Report on the leadership and direction responsibilities of the City Party Executive Committee and the Standing Committee of the City Party Committee for the 2020 - 2025 term.
At the official session, the Politburo and Secretariat's decisions on appointing the Executive Committee, the Standing Committee, the Standing Committee of the City Party Committee, the Inspection Committee and the Chairman of the Inspection Committee of the City Party Committee for the 2025-2030 term were also announced and presented; and the Decision on appointing delegates of the Ho Chi Minh City Party Committee to attend the 14th National Congress of the Party.
Held for 3 days from October 13 to 15, the Congress has the theme: "Building a clean and strong Party organization and political system; promoting the strength of national solidarity; making breakthroughs in developing science, technology, innovation and the private economy; strengthening national defense, security, foreign affairs, international integration; mobilizing and effectively using all resources for Ho Chi Minh City to pioneer with the whole country in the new era". The motto of the Congress is "Solidarity - Democracy - Discipline - Breakthrough - Creativity".
