On October 14, the 1st Congress of Ho Chi Minh City Party Committee, term 2025-2030, entered its official working day.
The opening session of the Congress was attended by General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man , Standing member of the Secretariat Tran Cam Tu and leaders of the Party, State, Government, National Assembly and central agencies.

On the first official working day, the Ho Chi Minh City Party Congress will report on the implementation results of the Resolution of the City Party Congress for the 2020-2025 term and the directions and tasks for the 2025-2030 term; report on the implementation results of the Resolution of the Ho Chi Minh City Party Congress for the 2020-2025 term and the directions and tasks for the 2025-2030 term.
The Congress also announced and presented the Politburo and Secretariat's decisions on the appointment of the Executive Committee, the Standing Committee, the Standing Committee of the City Party Committee, the Inspection Committee and the Chairman of the Inspection Committee of the City Party Committee; and the decision to appoint delegates of the Ho Chi Minh City Party Committee to attend the 14th National Congress of the Party.

The special feature of this Congress is that the city will organize to directly listen to the opinions of party members and people following the Congress from party bases in the area.
In addition to the central bridge at the Ho Chi Minh City Academy of Officials, the opening session of the Congress was broadcast to four bridges including: Saigon Ward People's Committee, Di An Ward Party Committee, Tan Phuoc Ward Party Committee, and Con Dao Special Zone Party Committee.
Evaluating the past term, the Ho Chi Minh City Party Committee recognized that the entire area has achieved many bright spots in economic growth, trade activities and infrastructure development.
The merger of Ho Chi Minh City with Binh Duong and Ba Ria - Vung Tau provinces is an unprecedented turning point in the history of urban development in Vietnam, opening up opportunities to expand the market, increase investment attraction, connect infrastructure, connect production chains and raise international status, access financial resources and advanced technology.

However, the city still faces many difficulties due to unsynchronized infrastructure; lack of high-quality human resources; environmental pollution; large gap between rich and poor; challenges from competition to attract investment, adapt to climate change, ensure energy security, cyber security, and preserve cultural and social identity.
The draft political report of the 1st Ho Chi Minh City Party Congress, term 2025-2030, sets the goal of rapid and sustainable growth, based on growth model innovation, digital transformation, green transformation, development of knowledge-based and creative economy, with the ability to participate in the global value chain.
At the preparatory session on October 13, the Ho Chi Minh City Party Congress elected the Presidium, Secretariat and the Delegate Qualification Examination Board. The delegates also approved the program, rules and regulations of the official session; and a report summarizing the opinions of the Ho Chi Minh City Party Committee on the draft documents to be submitted to the 14th National Party Congress.
