
Specifically, the project to improve and upgrade provincial road 5 is currently behind schedule, causing much frustration for people in Quang Tin commune. This project was approved by the People's Committee of Dak Nong province (old) in Decision No. 1996/QD-UBND dated November 19, 2021, with a total investment of 190 billion VND from the central budget, expected to be completed in December 2025.
By the end of September, the value of the project volume through Quang Tin commune was about 55% of the construction cost, of which the delay was about 3 km/13.5 km.
According to the People's Committee of Quang Tin commune, in the past time, the investor and the construction unit have not focused resources to speed up the construction progress of the works. Especially for the drainage system on the route, including: bridges, culverts and longitudinal ditches. This leads to the impact on the general drainage system of the area, the flow is obstructed, causing flooding to spread to residential areas. Many households with agricultural land, aquaculture land, ponds, and fish ponds are flooded and fish drift into the natural environment, the whole durian garden turns yellow due to waterlogging, which is serious at the Vu Phong bridge location.
Slow construction and unsynchronized construction of Provincial Road 5 not only hinders traffic, especially in the rainy season like now, but also causes frustration for the people because it affects travel needs and the economy. The Commune People's Committee requested relevant parties and investors to speed up the construction progress.
Similarly, the project to improve and upgrade Provincial Road 2 was approved by the People's Committee of Dak Nong province (old) in Decision No. 1993/QD-UBND dated November 18, 2021, the project implementation period is 2022 - 2025. According to the construction schedule agreed by the parties, the implementation plan of this route will be completed in July 2025, however, according to the reporter's records, this route has not yet been completed. It is worth mentioning that, unlike many other projects that are often stuck in terms of site clearance, Provincial Road 2 has completed site clearance work, but by the end of September, the construction volume has only reached about 85%. Regarding capital disbursement for 2025, it has only reached about 35%.
According to Mr. Nguyen Hong Hon, Dak Son village, Dak Song commune, Provincial Road 2 is an inter-commune road with a high population density and a huge demand for transporting goods, agricultural products and agricultural materials. The slow construction of the road makes it difficult for people to travel, muddy when it rains and dusty when it is sunny.

In addition to projects related to Provincial Road 5 and Provincial Road 2, projects on upgrading and expanding Provincial Roads 1 and 3 are also behind schedule and have low capital disbursement. Regarding Provincial Road 1, the main difficulty and obstacle is that the project has a part of its area located in the national mineral reserve area approved by the Prime Minister in Decision No. 1277/QD-TTg dated November 1, 2023.
According to the Construction Investment Project Management Board No. 3, the board is organizing the selection of a consulting unit to evaluate the effectiveness of bauxite mining. However, because the project is invested on an existing road, in order to avoid arising procedures for mineral exploitation, the board proposed that the Provincial People's Committee direct relevant departments to review and advise the Provincial People's Committee to submit to the Central Government for approval to move the project investment scope out of the bauxite planning area and mineral reserve planning. The board continuously urges and directs contractors to construct the remaining provincial roads, increase human resources, vehicles, and machinery to speed up the progress of the projects.
