
Cao Bang province is urgently calculating the damage and synchronously implementing short-term and long-term solutions to support farmers in gradually restoring production.
Heavy damage
During the two floods, Hoan An commune, a key area for agricultural and vegetable production, suffered heavy damage. More than 380 hectares of rice and crops were flooded and muddy, causing nearly 100% of the output to be lost. In the hamlets of Ma Quan, Be Trieu, Na Teng, Na Me, and Thai Cuong, many farming households lost all their income from crops and vegetables. Looking at the fields submerged by floodwaters, and when the water receded, the flood and mud filled them, Ms. Dam Thi Hiep, Na Teng hamlet, Hoa An commune, said that the flash floods were right when the rice was flowering, so it could not be recovered. More than 1,800 m2 of rice, 2,000 m2 of corn and vegetables of her family were broken, flooded, and at risk of being lost. The estimated damage, including damaged household items, was more than 200 million VND.
Na Teng hamlet chief Ban Duc Thien said: Na Teng has nearly 43 hectares of flooded rice and crops, mainly concentrated in riverbanks and low-lying areas... Of which, more than 30 hectares are at risk of total loss; the number that can recover only accounts for about 2% of this year's corn, rice, and crop crops. Agricultural production is the main source of income, so the risk is that local people will face many difficulties.
In Nung Tri Cao ward, storm No. 11 damaged many properties and houses of the people. Most of the agricultural land is near Bang river and Cun stream, so the entire area of crops and flowers from group 4 to group 30 was damaged by more than 70%, including: more than 280 hectares of rice; 70 hectares of corn; 20 hectares of vegetables; 10 hectares of fruit trees...
Support farmers to overcome difficulties
Ms. Chu Phuong Thanh, Vice Chairman of the People's Committee of Hoa An Commune, said that Hoa An is a key agricultural production commune in the locality. Agricultural production, growing corn, rice, vegetables, raising livestock... bring the main source of income for many households. Preliminary statistics after the recent flood showed that more than 380 hectares of crops were severely damaged and lost. After the flood, the commune directed the agricultural extension team and hamlets to urgently count the damaged area; propagate and mobilize people to increase field visits, focus on overcoming the lightly affected areas, draining water, clearing the flow to prevent prolonged flooding; classifying flooded rice areas to have timely remedial measures. For the completely lost areas, the commune propagated and mobilized people to improve the soil and plant early winter vegetables to replace them.
Chairman of the People's Committee of Nung Tri Cao Ward, Hoang Hung Vy, said that the locality actively overcomes and supports the restoration of agricultural production; inspects, reviews, compiles statistics, and specifically assesses the extent of damage, and applies mechanisms and policies to support people in restoring agricultural production according to regulations. For areas that cannot be repaired, the locality guides people to proactively switch to growing suitable short-term crops.
The Cao Bang provincial agricultural sector has established an inspection team to assess the extent of damage in key areas. Localities need to proactively propagate and mobilize people to increase field sanitation and pay attention to drainage. For areas that are slightly affected, the inspection team has instructed people on how to care for and increase fertilization, helping crops recover quickly. Particularly for areas growing crops that are affected, people are asked to urgently prepare soil, prepare seeds for replanting, and prioritize planting leafy vegetables, short-term fruits and vegetables, spices, and water-loving plants to soon have products to supply to the market. Localities should effectively and properly use resources from national target programs to support plants and breeds, and organize training courses to transfer science and technology to farmers. There should be policies to promptly support funding for severely affected households to ensure social security and restore production.
Ms. Doan Thi Thuan, Acting Director of the Cao Bang Provincial Department of Crop Production, said: For rice and crop areas that can still be harvested, localities recommend and support farmers to harvest immediately. In addition, organize forces to clear the flow to avoid long-term flooding. For rice and crop areas that are flooded and cannot be repaired, it is necessary to clean the fields. The Department has stepped up propaganda work, guiding and mobilizing people to prepare the land to switch to winter crops such as: sweet potatoes, potatoes, tobacco and vegetables of all kinds... contributing to increasing the value of agricultural production and compensating for the food shortage caused by storms No. 10 and 11. People need to regularly check the fields, promptly monitor and prevent common pests and diseases.
