PC Thanh Hoa and Nghi Son Economic Zone Management Board and the province's industrial parks join hands to solve electricity difficulties

Nghi Son Economic Zone is identified as one of the key industrial centers of the country, the "locomotive" of economic development of Thanh Hoa province, attracting a series of large projects in the fields of petrochemical refining, metallurgy, cement, mechanical engineering and energy. The rapid development of Nghi Son Economic Zone and industrial parks in the area has led to an increasing demand for electricity, requiring the electricity industry to have synchronous and timely solutions to ensure safe, stable and sustainable power supply.

Overview of the working session.

Based on that reality, on September 8, a working delegation of Thanh Hoa Power Company (PC Thanh Hoa) had a working session with the Management Board of Nghi Son Economic Zone and industrial parks of Thanh Hoa province.

According to the report of Thanh Hoa PC, the province is currently supplied with electricity from 5 220kV transformer stations with a total capacity of 2,250 MVA, along with 45 110kV transformer stations (78 transformers, capacity of 3,469 MVA) and more than 10,000 distribution transformer stations. In addition, the power system is also supplemented by 5 regional hydropower plants (total capacity of nearly 281 MW) and a number of renewable energy projects.

The current power source and grid basically meet the load demand. However, in the Nghi Son area, the capacity has approached the safety limit of some lines. In particular, the Nghi Son Cement branch is currently carrying a load close to the maximum level (79.1 MW/80 MW), posing a risk of local overload, directly affecting voltage quality and operational safety.

In the Power Plan VIII and Thanh Hoa Province Plan for the period 2021-2030, with a vision to 2045, many important 220kV transformer station projects will be built in Nghi Son town and neighboring districts such as Tinh Gia, Dong Vang, Hoa Dau, Hau Loc, Thieu Hoa, Thieu Yen, Ba Thuoc... Of which, only the Hau Loc 220kV station is being deployed, expected to be put into operation in the second quarter of 2027, while many other projects do not have specific information on investment progress.

This delay leads to the risk of power shortage in the near future, especially when large-scale industrial projects in Nghi Son Economic Zone and industrial parks are gradually coming into operation. In addition, the lack of a complete list and connection plan for 110kV lines and medium-low voltage grids in the Provincial Planning also causes difficulties in the appraisal and approval of new projects, affecting the progress of investment attraction.

At the meeting, Thanh Hoa PC also frankly pointed out a number of difficulties and problems: The provincial planning does not have a list and plan for connecting 110kV lines, lacks the volume of medium and low voltage grids (only updated to 2025), causing difficulties in appraisal and investment portfolio establishment. Many investors also proposed to adjust or add new 110kV stations. In addition, the adjusted Power Planning VIII has differences compared to the Provincial Planning, while Thanh Hoa is allocated additional capacity of power sources, requiring timely updates and adjustments. Otherwise, project approval will be difficult, potentially affecting voltage quality and power supply for socio-economic development of the province.

Faced with the above situation, Thanh Hoa PC has made many recommendations, including the deployment of marking lines from 110kV to 500kV in Nghi Son Economic Zone under the direction of the Provincial People's Committee, as a legal basis for management and investment. Quickly update the locations of 110kV transformer stations and connecting lines into the general planning in industrial parks, especially Lam Son Industrial Park and Dong Vang Industrial Park. Speed ​​up investment in Dong Vang 220kV station in the form of socialization, to ensure stable power supply for the area. Strengthen coordination in site clearance and relocation of existing power works, avoiding prolongation affecting project progress. Create favorable conditions for approving route sites for power projects, replacing the form of temporary capital approval that causes many shortcomings. The Management Board is requested to advise the government, businesses and people to coordinate, support and share with the unit in planning, site clearance, compensation, as well as ensuring the safety of the power grid corridor.

At the working session, representatives of Nghi Son Economic Zone Management Board and industrial parks discussed and shared many practical issues.

The two sides reached an agreement that the current demand for electricity in this area is increasing sharply, especially in the context of many large industrial projects being implemented. The Management Board requested PC Thanh Hoa to continue to proactively coordinate right from the planning stage to project implementation, in order to ensure timely electricity supply and avoid local overload.

The Management Board representative also said that they will coordinate more closely in planning, site clearance, and resolving difficulties related to the grid safety corridor and relocating power projects. The two sides have established a mechanism for regular information exchange and timely handling of arising issues, thereby improving coordination efficiency and ensuring progress of key projects.
