Reporting at the meeting, Deputy Director of the Department of Industry and Trade Pham Van Cuong said: Power source and grid projects play a "backbone" role in socio -economic development. According to the adjusted Power Plan VIII, there are currently 5 types of power source projects in the province, including: gas power, hydropower, solar power, waste power and biomass power.

However, the implementation of these projects still faces some difficulties and obstacles. Specifically, many projects are slow to invest and operate compared to the plan; the newly added solar power project has not been updated in the provincial planning, so there is no legal basis for implementation. In addition, in the initial phase of implementing the 2-level local government model, the People's Committees of wards and communes must review and adjust land use planning and construction planning, including updating electricity projects accordingly, affecting the implementation progress.

Regarding the power source projects being implemented, the Tri An Hydropower Plant expansion still has a part of the land that has not been handed over; while the Nhon Trach 3 and 4 Power Plants have resolved the problems, but the power lines to release capacity for the plant are not synchronized with the main project.

Regarding transmission projects under the adjusted Power Plan VIII, 2 projects have been completed and energized; 1 project has commenced construction; 5 projects are carrying out site clearance compensation; 3 projects are about to be deployed.

At the same time, the investor also made recommendations to the Provincial People's Committee to direct the Department of Industry and Trade and the People's Committees of wards and communes to support in resolving the problems.

The investor of the Tri An Hydropower Plant Expansion Project said: Currently, the land on both sides of Hieu Liem Bridge has not been handed over, making it difficult to complete by the end of this year; this will affect the progress of the power plant project because the route for transporting construction materials has not been completed.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Kim Long emphasized: Power projects under the adjusted Power Plan VIII are essential national energy infrastructure projects. Departments, branches and localities should strengthen coordination and provide maximum support to investors during the implementation process, in order to ensure progress, create momentum for socio-economic development and increase budget revenue for the province.

The Department of Industry and Trade shall preside over and review all power projects under the adjusted Power Plan VIII, and propose additions to the provincial planning; in which it is necessary to pay attention to fully updating transformer stations and power lines, to serve as a basis for adjusting land use planning and construction planning.

The Vice Chairman of the Provincial People's Committee also assigned the Department of Agriculture and Environment to continue supporting communes and wards in implementing land procedures and allocating material sources for the construction of power projects.

For power project investors, it is necessary to closely coordinate with localities, departments and branches of the province in handling procedures, especially site clearance; in case of problems arising, they must be reported immediately to provincial leaders for timely resolution.
