The Resolution of the Provincial Party Congress for the 2020-2025 term was implemented in the context of many difficulties and challenges, especially the "double impact" of the COVID-19 pandemic and global political fluctuations.

- Comrade Lu Quang Ngoi: The Resolution of the Provincial Party Congress for the 2020-2025 term was implemented in a context of many difficulties and challenges, especially the "double impact" of the COVID-19 pandemic and global political fluctuations.

However, under the leadership and close direction of the Central Government, the solidarity, dynamism and creativity of the entire political system and the people in the province, Vinh Long has resolutely, synchronously and effectively implemented the assigned tasks, achieving important and comprehensive results in many fields. In particular, I am particularly pleased with some of the following outstanding results:

COVID-19 prevention and control work has been effectively implemented: The province has mobilized the entire political system and the active participation of people and businesses in the work of preventing and controlling the epidemic. The COVID-19 vaccination campaign was organized on a large scale. Thereby, the province has successfully achieved the "dual goal": both controlling the epidemic and maintaining socio-economic development.

The economy has recovered strongly after the pandemic: From a GRDP growth rate of only 0.05% in 2021, the provincial economy has recovered impressively, reaching 7.23% in 2024 and is expected to reach 8.0% in 2025. The economic scale in 2025 is estimated at VND 288,858 billion, 1.66 times higher than in 2020.

Infrastructure and green energy development: The province has invested in many key projects, notably the inauguration of Rach Mieu 2 Bridge, while promoting major projects such as Dinh Khao Bridge, coastal roads, etc. to strengthen regional connectivity and promote socio-economic development.

At the same time, Vinh Long effectively promotes the potential of renewable energy, with a total commercial operating capacity of 5,416 MW, of which 918 MW is from clean energy, with an output of nearly 30 billion kWh/year, creating a value equivalent to about 24,300 billion VND/year. In addition, the province is planned by the Central Government to add 2,900 MW of wind power and 150 MW of solar power by 2030, opening up a large space for green and sustainable economic development.

Culture and society have positive changes: People's material and spiritual life has gradually improved; average income per capita in 2025 is estimated at 55.24 million VND/person/year, an increase of 35.38% compared to 2020. The multidimensional poverty rate has decreased to 2.3%.

The province has completed 100% of the target of eliminating temporary and dilapidated houses, achieving and exceeding the targets of building new rural areas. Education and training work has been maintained stably, with increasingly improved quality. The health system has been invested in, the medical examination and treatment network has been expanded, contributing to better care for people's health.

Reforming the political apparatus: The province has seriously implemented the Central Government's policy on streamlining the apparatus in a streamlined, effective and efficient manner. The reorganization of administrative units, the 2-level local government model, and the consolidation of Party organizations in new units have been implemented synchronously. Up to now, 124 communes, wards and provincial-level agencies have completed their organizational apparatus, stabilized their personnel, operated smoothly, and met the needs of people and businesses.

- Comrade Lu Quang Ngoi: Promoting the achievements in the past term, Vinh Long identifies major orientations for rapid and sustainable development in the 2025-2030 term as follows:

Firstly, promoting innovation, digital transformation and green transformation. The province focuses on strongly applying science, technology and artificial intelligence (AI) in production, management and serving the people; improving the quality of human resources; proactively adapting to climate change, protecting the environment and taking care of social welfare and people's lives.

Second, mobilize and effectively use all resources. The province focuses on exploiting the maximum potential of marine economy, ecological agriculture, renewable energy, logistics services, marine tourism and culture-ecology to create a driving force for comprehensive development, while promoting regional connectivity and deep integration.

Third, build Vinh Long into a fast-growing and sustainable locality. Aim to become a marine economic center, a renewable energy production center, with a synchronous and modern infrastructure system, smoothly connected to localities and connecting points in the Mekong Delta region.

During the 2025-2030 term, the province set out 6 key tasks, 3 breakthroughs and 31 main targets, including 29 targets on socio-economics, national defense and security, including: 7 economic targets, 15 socio-cultural targets, 5 environmental targets and 2 targets on national defense and security.

- Comrade Lu Quang Ngoi: To successfully achieve the goal of rapid and sustainable development in the coming term, the province has proposed a number of key groups of solutions as follows:
Firstly, concretize and effectively implement the Party's policies and the State's laws.

Prioritize adjusting, supplementing and implementing the Provincial Planning for the period 2021-2030, with a vision to 2050, in accordance with the new development space. The province will effectively exploit the advantage of "3 sides bordering the river, 1 side bordering the sea", with a salty-fresh-brackish ecosystem for socio-economic development.

Second, develop the economy towards improving quality, efficiency, sustainability, and adapting to climate change. Strive for GRDP growth of 10% or more. Restructure agriculture towards modernity, ecology, and national standards; prioritize the development of processing industry, supporting industry, and renewable energy (wind, solar).

Third, reorganize agricultural production towards green, organic, high-tech application associated with agricultural tourism and environmental protection. Strive for an average GRDP growth rate of 3.5-4%/year in the 2026-2030 period.

Fourth, restructure the industry, attract investment in key industrial zones such as Hoa Phu, Binh Minh, Co Chien, Ngu Lac, Phu Thuan... Complete the infrastructure of Dinh An Economic Zone; promote the development of renewable energy, gradually forming a clean energy production center in the Mekong Delta. Focus on implementing energy projects in the Power Plan VIII, creating the premise to become the country's renewable energy export center.

Fifth, develop tourism in a professional and effective direction; promote eco-tourism, traditional culture, and sea tourism; strengthen regional connectivity, diversify products, and enhance tourism experiences.

Sixth, develop the marine economy into a strategic pillar. Focus on seaports, coastal logistics, offshore wind power, marine economic zones associated with urban areas and tourism; develop aquaculture and seafood processing according to sustainable value chains.

Seventh, invest in a synchronous, modern, and regionally connected infrastructure system. Prioritize key projects such as the coastal road, Co Chien 2 bridge, Cua Dai bridge, Dinh Khao bridge, expressways and National Highways 53, 54, 57, and 60, to increase connectivity, remove bottlenecks, and expand development space.

Eighth, train and develop high-quality human resources, especially in priority and emerging fields such as information technology, clean energy, logistics, and high-tech agriculture; have policies to attract and utilize talents, meeting the requirements of innovation and international integration.

With the strong aspiration to rise, the determination of the entire political system, the consensus of the people and the business community, we believe that Vinh Long will achieve high growth rate, sustainable development, gradually becoming a dynamic locality rich in cultural identity in the region and the whole country.
