Taking advantage of renewable energy development

The V1-2 extension, V1-3, V1-5, V1-6 phase 2 and Dong Hai 3 (V3-3) wind power projects have just been launched, marking an important turning point in renewable energy development. This is a project to welcome the Provincial Party Congress for the 2025-2030 term, affirming the determination to turn the province into a renewable energy center of the Mekong Delta.

Attracting many key projects

With a coastline of 130km, the province has advantages in developing the marine economy , especially renewable energy. Accordingly, the province has just launched 4 key wind power projects including: V1-2 expansion (invested by TTVN Group); V1-3, V1-5, V1-6 phase 2 (REE and Vietsovpetro) and Dong Hai 3 (V3-3), with a total capacity of 224MW and an investment capital of over VND11,000 billion.

Expected to be completed and put into commercial operation in the fourth quarter of 2026, providing about 718 million kWh of clean electricity, meeting the region's electricity demand, reducing greenhouse gas emissions and contributing over 100 billion VND to the provincial budget annually. This is an important step forward in promoting the local economy and developing green energy.

In recent times, with the attention of the Central Government and local efforts, the province has attracted 18 wind power projects with a total capacity of more than 1,100 MW; many projects have been put into operation, contributing about 30 billion kWh/year to the national power system, creating a value of about 25,000 billion VND, of which renewable energy accounts for about 5,000 billion VND.

In addition, solar and biomass power projects are also being implemented, creating a clean and stable energy supply. Wind power projects not only ensure energy security, but also create jobs for thousands of workers, increase budget revenue, and promote the development of local services, trade and infrastructure.

Mr. Nguyen Quynh Thien - Vice Chairman of the Provincial People's Committee said: The sea area is nearly 15,000km² wide, with an average wind speed of 7-8 m/s, which is very suitable for large-capacity wind power. Currently, the province is planning about 45 renewable energy projects onshore, coastal and offshore, with a total capacity of about 3,855MW calling for investment.

In addition, the province owns a strong distribution and transmission infrastructure system with 21 110kV transformer stations; 8 220kV stations; 3 500kV stations; and a network of lines from 0.4kV to 500kV, ensuring effective capacity release and inter-regional connectivity.

When the wind power projects come into operation, the sea areas of Ba Tri, Thanh Phu and Ba Dong will be attractive tourist destinations, attracting foreign investment, creating jobs and increasing income for the people. These achievements contribute to the implementation of the national energy security goal by 2030, with a vision to 2045 according to Resolution No. 70-NQ/TW of the Politburo .

Expectations of a breakthrough

Expressing her honor in working with the locality to implement the wind power project, Ms. Nguyen Thi Mai Thanh - Chairwoman of the Board of Directors of REE Refrigeration Electrical Engineering Joint Stock Company said: REE and TTVN Group have been "fated" with this land since 2017 when they sponsored the construction of a school in Tra Cu district (formerly Tra Vinh province).

Since then, the two companies have continued to work on the V1-3 wind power project. At the same time, TTVN Group has overcome many difficulties to make V1-2 the first offshore wind power project completed in Vinh Long.

The coastal area of ​​the province has the advantage of steady wind with a capacity factor of nearly 35%, which is an ideal condition for wind power development. Together with the support of departments and branches, the consensus of the people in site clearance and legal work... creates a favorable environment to help investors feel secure in expanding the project.

In the coming period, the REE-TTVN-Vietsovpetro joint venture plans to deploy a series of energy projects with a total capacity of over 1,000 MW, including a 500 MW offshore project, expected to become the pioneer project to be operated in Vietnam.

However, for renewable energy to develop sustainably, transmission infrastructure needs to be planned synchronously, invested in appropriately and deployed promptly. This is a key factor that requires close coordination between the Government, ministries, sectors and investors.

To effectively implement the projects, Mr. Nguyen Quynh Thien requested investors to focus resources, manage the projects well, ensure progress, quality, safety and strictly comply with legal regulations. At the same time, pay attention to local labor resources and fulfill social responsibilities, contributing to improving people's lives.

The province is committed to supporting businesses in removing difficulties in site clearance, investment procedures, and transmission infrastructure to create an open, transparent, and effective investment environment.

The province orients economic development in association with clean energy, green industry and high-tech agriculture. At the same time, it recommends that the Central Government soon invest in a synchronous power transmission grid system, creating conditions for Vinh Long to become the renewable energy center of the Mekong Delta, contributing to the goal of carbon neutrality by 2050.
