On the morning of October 13, continuing the 50th session, under the direction of Vice Chairman of the National Assembly , Senior Lieutenant General Tran Quang Phuong, the National Assembly Standing Committee gave opinions on the report on the results of monitoring the settlement and response to voters' petitions sent to the 9th Session of the 15th National Assembly; the results of receiving citizens, receiving and handling citizens' petitions and the results of monitoring the settlement of citizens' complaints and denunciations sent to the National Assembly in 2025; the draft report synthesizing voters' and people's opinions and petitions sent to the 10th Session of the 15th National Assembly.

Voters worry about unusual weather and natural disasters
The September 2025 People's Aspirations Work Report presented by Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh said that voters and people highly appreciated the leadership and direction of the Party, the National Assembly, and the Government in preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The announcement of the election date (March 15, 2026) received attention from the people, considering it an important political event, contributing to strengthening the trust and great unity of the people.

Voters and people highly appreciated the National Assembly Standing Committee for organizing the 8th Conference of full-time National Assembly deputies, term XV; believing that the activities and results of the Conference demonstrated the professionalism, responsibility, closeness, efficiency, and increasing dynamism and innovation of the elected body in building and planning policies and laws.
However, voters are worried about the unusual weather and natural disasters; school violence occurring right from the first months of the new school year, even attacks on teachers, has eroded moral values and school discipline.
Voters and people also reflected that the security and order situation in some residential areas is becoming more complicated, especially acts of assault causing injury, disturbing public order causing panic and fear; the use of alcohol while driving, weaving, and swerving; drug abuse is still a burning issue...
Prevent criminals from using high technology to commit fraud
In September 2025, the number of citizens coming to the Central Citizen Reception Office in Hanoi and Ho Chi Minh City to make complaints, denunciations, petitions and reflections tended to decrease slightly compared to August 2025. The agencies received 309 visits with 722 people presenting 309 cases, of which 124 were complaints; 32 were denunciations; 153 were petitions and reflections and 25 large groups came to present 25 cases.
Regarding the National Assembly's citizen reception work, in September 2025, the National Assembly agencies and the National Assembly Delegation received 253 people coming to complain, denounce, petition, and reflect on 233 cases, including 4 large delegations. Through citizen reception, documents were issued to transfer citizens' petitions to competent authorities for settlement in 33 cases; written instructions were given in 19 cases; and citizens were explained, guided, and persuaded to comply with the law in 181 cases.

The Committee for People's Aspirations and Supervision recommends that the National Assembly Standing Committee request the Government and the Prime Minister to continue to resolutely direct relevant ministries and branches to take measures to prevent criminals from using high technology to commit fraud and appropriation of people's property. There must be strong and synchronous solutions from the education sector and relevant agencies to prevent and strictly handle violations, while strengthening education on ethics, law and life skills for students...
Need fundamental, synchronous and proactive solutions to prevent and combat storms and floods
The report synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly, presented by Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha, said that voters and people acknowledged and highly appreciated the political, economic and social effectiveness of the revolution in reorganizing the political system apparatus at the central and local levels, and implementing the 2-level local government model.

Voters and people expressed their excitement and pride in Vietnam's development in all fields, especially the Party's recently issued policies and guidelines that demonstrate the spirit and viewpoint of building a Party and a political system that is truly of the people, by the people, for the people, and resolutions on breakthroughs in private economic development, education, health care, energy, etc. with specific, measurable, quantifiable, and verifiable goals so that the people can check and monitor.
Voters and people highly appreciated the results of the 9th Session of the 15th National Assembly, acknowledging the spirit of innovation, democracy, frankness and responsibility of the National Assembly before the Party, State and People, especially the timely adoption of policies to remove difficulties and promote socio-economic development...
The Presidium of the Central Committee of the Vietnam Fatherland Front recommends that the Party and State continue to resolutely direct and issue guidelines and measures to organize the implementation of two-level local governments after the reorganization and merger. Continue to lead and direct the successful organization of party congresses at all levels, towards the 14th National Congress of the Party; and elect deputies to the 16th National Assembly and People's Councils for the 2026-2031 term.
In addition, continue to lead and direct strict implementation of legal regulations on citizen reception, handling of complaints, denunciations, recommendations and reflections. Lead and direct more resolutely and effectively the work of preventing the production, trading and transportation of counterfeit and poor quality goods; have fundamental and synchronous solutions to proactively prevent and combat storms and floods, ensuring people's lives and property in the face of very complicated developments of storms, floods, heavy rains, landslides and mudslides caused by climate change.
Monitor and evaluate the situation of overcharging at schools
The majority of members of the National Assembly Standing Committee highly appreciated the report on people's petition work in September 2025 and the report synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly.
Vice Chairwoman of the National Assembly Nguyen Thi Thanh highly appreciated the first Report synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly, which clearly showed voters and people's deep concerns about the increasing and rejuvenating situation of sudden death and stroke, the increase in young people suffering from depression, and emphasized the need to care for and support mental health.

The Vice Chairman of the National Assembly suggested that the Central Committee of the Vietnam Fatherland Front should further emphasize the need to pay attention to this content and propose fundamental solutions to resolve the above situation.
It is clear that the Party and State have issued policies to exempt, reduce, and support tuition fees for many subjects, but Vice Chairman of the National Assembly Vu Hong Thanh pointed out, "there are still variations here and there, there is still overcharging". Therefore, it is requested that the Central Committee of the Vietnam Fatherland Front monitor this situation, whether it is isolated or widespread, to add to the report.

Concluding the session, Vice Chairman of the National Assembly Tran Quang Phuong stated that the National Assembly Standing Committee highly appreciated the reports which were relatively comprehensive and accurate, had clear evidence, and made specific and appropriate recommendations; acknowledged the efforts of the Government, ministries and branches in resolving voters' and people's recommendations, and resolving complaints and denunciations.
The National Assembly Standing Committee requested the Committee on Petitions and Supervision to continue reviewing and urging the Government, ministries and branches to consider, resolve and respond to the remaining petitions so that the data can be completed soon before presenting the report at the opening session of the 10th Session.
Regarding the report synthesizing opinions and recommendations of voters and people sent to the upcoming Tenth Session, the Vice Chairman of the National Assembly suggested adding an assessment of the mobilization of human and material resources for disaster relief work. At the same time, the Government needs to make an objective and comprehensive assessment, clearly indicating the causes of flooding not only in cities but also in rural areas, plains, and mountainous areas, with complex developments...
