Preliminary review of the draft Resolution on a number of breakthrough mechanisms and policies for protecting and caring for people's health

On the afternoon of October 13, at the headquarters of the National Assembly agencies (22 Hung Vuong, Hanoi), the Standing Committee of the Culture and Social Affairs Committee held a preliminary review meeting of the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the work of protecting, caring for and improving people's health.

According to the Draft Resolution Submission, regarding the scope of regulation, the Government proposed that the draft Resolution only stipulates a number of mechanisms and policies according to the principles: contents under the decision-making authority of the National Assembly ; issues that need to be implemented immediately but have not been regulated in the Laws or are different from the provisions of the current Laws but have not been amended or supplemented; issues that have been included in other documents, programs and plans of the National Assembly shall not be included in the draft Resolution.

The draft Resolution focuses on policy groups on: reducing medical costs for people; regimes and policies on salaries and allowances for medical staff; specialized training in the health sector; solutions on land, taxes, and finance. Along with that, the draft Resolution also stipulates the organization of implementation and enforcement.

Regarding the policy group on reducing medical costs for people, according to the Government's proposal, from 2026, free periodic health check-ups will be conducted at least once a year according to priority groups and roadmaps.

This policy is to ensure compliance with the provisions of Resolution No. 72-NQ/TW, which includes the content of "implementing periodic health check-ups or free screening for people at least once a year according to priority groups and roadmaps" and the ability to balance the budget. The draft Resolution also proposes to exempt hospital fees at the basic level within the scope of health insurance benefits according to the roadmap, in accordance with the socio-economic development conditions of the country; allowing pilot implementation, diversifying health insurance packages, supplementary health insurance according to people's needs.

At the meeting, delegates basically agreed on the necessity of issuing a draft Resolution to promptly implement Resolution No. 72-NQ/TW of the Politburo.

Delegates emphasized that the drafting agency needs to select core issues and propose policies and solutions to create real breakthroughs in the work of protecting, caring for and improving people's health. Delegates also gave specific comments on the policy contents proposed in the draft Resolution.
