Promoting the role of the Vietnam Fatherland Front in private economic development

On the afternoon of October 13, in Hanoi, the Standing Committee of the Central Committee of the Vietnam Fatherland Front coordinated with the Academy of Finance to organize a national workshop "Promoting the role of the Vietnam Fatherland Front in private economic development".

The Vietnam Fatherland Front plays an important role in promoting socio-economic development.

Speaking at the opening of the workshop, Party Central Committee member, Vice President of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga said that Resolution No. 68 on "Private economic development" of the Politburo assigned the task to the Party Committee of the Fatherland Front and central organizations to lead and direct the development of programs and plans to guide and mobilize people to implement the Resolution, promote the role of supervision, social criticism, and participate in the development of laws, mechanisms and policies on private economic development.

On October 2, the Party Committee of the Vietnam Fatherland Front and Central organizations issued an Action Program with 4 groups of key tasks and solutions such as: Strengthening propaganda, mobilization, innovation of thinking, raising awareness and action, arousing the determination to start a business and establish a career; sense of self-reliance and national pride; aspiration to contribute in union members, association members and people to promote private economic development.

Along with that, it is necessary to strengthen forms of support for union members, association members, private enterprises and people to participate in private economic development; launch and organize practical and effective patriotic emulation movements and campaigns, contributing to private economic development; perform well the role of social supervision and criticism; participate in building and perfecting laws, mechanisms and policies on private economic development.

According to Vice President of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga, the National Workshop “Promoting the role of the Vietnam Fatherland Front in developing the private economy” is an important initial event in a series of programs and activities of the Vietnam Fatherland Front to concretize Resolution 68 of the Politburo on “Developing the private economy”.

In his opening report to the workshop, Associate Professor Dr. Tran Dinh Thien, member of the Presidium and Chairman of the Economic Advisory Council of the Central Committee of the Vietnam Fatherland Front, said that Resolution 68 has created a breakthrough in thinking and development institutions, paving the way to create an open business environment, removing all barriers, unlocking resources and strengthening confidence in the private economy, all economic sectors and the whole society.

The Vietnam Fatherland Front, as a political alliance organization, a voluntary union of political and socio-political organizations and outstanding individuals in society, including Vietnamese people residing abroad, always holds a central position in uniting and gathering social forces, including businessmen and enterprises, playing an important role in promoting the country's socio-economic development.

Through its members, the Vietnam Fatherland Front arouses the entrepreneurial spirit, self-confidence, self-reliance, creativity, national pride, and encourages all classes of people to develop production and business, and strive to become rich legitimately. In addition, through campaigns and emulation movements, it has contributed to raising social awareness, arousing the spirit of entrepreneurship and creativity, ensuring social security, and creating a favorable environment for the private economy, especially the household economy, to develop strongly.

In order to promote and enhance the role of the Vietnam Fatherland Front and its member organizations in promoting private economic development in the spirit of Resolution 68, Associate Professor, Dr. Tran Dinh Thien said that it is necessary to have a deeper understanding of the position, role and importance of private economic development; clarify the role and responsibility of the Vietnam Fatherland Front and its member organizations as a basis.

Speaking at the Workshop, Associate Professor, Dr. Nguyen Dao Tung, Director of the Academy of Finance, emphasized that the coordination between the Academy of Finance and the Central Committee of the Vietnam Fatherland Front in the Workshop affirmed the companionship between researchers - managers - business community, joining hands to realize the Party's Resolution with specific, effective and sustainable actions.

The Director of the Academy of Finance expressed his belief that the presentations and discussions at the Workshop will provide valid scientific and practical arguments, contributing to clarifying the role of the Vietnam Fatherland Front in developing the private economy, and at the same time proposing feasible mechanisms and policies to promote the great potential of the Vietnamese business community in the new period.

He also affirmed his commitment to continue accompanying the Vietnam Fatherland Front, central agencies, business associations, universities, and research institutes in research, training, consulting, and policy review, contributing to the successful implementation of Resolution 68-NQ/TW and the country's sustainable development strategy.

Vietnam's private economy is the "energy source " of the economy.

Speaking at the workshop, Dr. Nguyen Huu Dung, member of the Presidium, Vice Chairman of the Economic Advisory Council, former Vice Chairman of the Central Committee of the Vietnam Fatherland Front, emphasized that in the coming time, the Front needs to continue to expand the recruitment of a large number of organizations and individuals in typical private economic sectors at home and abroad in all economic, cultural, social, security and defense fields to join the membership of the Vietnam Fatherland Front at all levels; members of member organizations of the Fatherland Front.

In addition, create conditions to help political - social - professional organizations in developing the private economy. Improve the operational efficiency of social - professional organizations, perform well the role of representative organizations, actively coordinate with state management agencies to provide information, support linkages, business cooperation, technical training and consulting for members.

He also said that it is necessary to strengthen coordination with the political system at all levels from central to local levels and members of the Front to monitor and criticize the implementation of policies and laws by state management agencies, in order to protect the legitimate interests of private enterprises.

According to Professor, Honorary Academician Nguyen Van De, Member of the Presidium of the Central Committee of the Vietnam Fatherland Front, Chairman of the Vietnam Private Hospital Association, the Vietnamese private economy is the energy source of the economy. In the national governance structure, the Vietnam Fatherland Front is a constitutional institution of the people, playing a central role in linking the State - market - society.

To transform the spirit of the resolution into implementation capacity, the Fatherland Front needs to operate a synchronous functional architecture including: activating resources, connecting policies, independent supervision, information transparency, while ensuring public-private equality and accompanying the improvement of business standards.

Mr. Nguyen Van De proposed that in the coming time, it is necessary to perfect a synchronous and transparent institution; strongly shift from pre-control to post-control.

Along with that, there needs to be a flexible land mechanism for social security projects; effectively exploiting surplus public assets; updating standards/regulations in a timely manner; allowing flexible pilots; ordering and purchasing public services according to public-private equality, and payment based on output results.

He also proposed removing the "ceiling" on administrative norms; managing based on efficiency, quality, and productivity; ensuring legal safety, and overcoming the "fear of mistakes" mentality in implementation.
