A story posted by a parent in a group of parents with children studying in middle school in Ho Chi Minh City has become a topic of discussion about student discipline:
"Nowadays schools are not allowed to discipline students as harshly as before. Don't report it to the homeroom teacher, it might have the opposite effect..."
"The new regulations on student discipline of the Ministry of Education and Training no longer include expulsion, so students are no longer afraid. The highest form of discipline for secondary school students now is just writing a self-criticism."
"How can we cure school violence like this? Students are unruly, beat their friends to the point of injury and have to go to the hospital, write a self-criticism, then repeat the offense, and write another self-criticism?"...
Recently, the Department of Education and Training of Ho Chi Minh City has issued instructions on steps to handle student discipline in the 2025-2026 school year, requiring schools to disseminate and thoroughly understand the content of Circular 19/2025 (of the Ministry of Education and Training on rewards and discipline for students, effective from October 31, 2025).
Disciplinary measures for primary school students are warning; request for apology; for other students are warning; criticism; request to write a self-criticism.
Circular 19 has eliminated all disciplinary measures that are violent, insulting to the dignity and honor, and affecting the physical and mental health of students. Instead, it is a very progressive and humane view on student discipline.
It is respect, tolerance, objectivity, no prejudice, ensuring the right to participate and the interests of students in related issues. Discipline aims to prevent, stop and handle student violations.
Discipline aims to educate and help students to be aware of their violations; to voluntarily adjust their behavior, overcome consequences, voluntarily cultivate and practice to progress and form disciplined habits and lifestyles.
However, public opinion does not completely agree with Circular 19. Some experts and educators even reacted because the above disciplinary measures are not enough to deter and warn students.
Especially for students who have committed serious mistakes such as beating up classmates, insulting teachers, causing negative influences within the school...
"Circular 19 is considered humane but lacks strictness when it completely eliminates the disciplinary form of suspension from school. In the current context, suspension of students from school is still very necessary and effective in the work of rehabilitating students.
But being suspended does not mean that students can stay home and hang out. They still have to go to school to receive special education, do community service, read books, meet with psychological counselors...", a principal of a middle school in Ho Chi Minh City proposed.
