Promoting the role of youth police at the grassroots level

On the morning of October 23, the Hanoi City Police Youth Union organized a forum "Promoting the role of commune-level police youth in improving the effectiveness of ensuring security and order at the grassroots level".

The forum is an important opening activity, marking the launch of the Youth Union of the term; an opportunity to spread the sense of responsibility, enthusiasm and creativity of the youth of the Capital Police in carrying out political tasks, contributing to consolidating a solid people's security posture right from the grassroots.

This is a forum for young people of the Capital Police to exchange and learn working experiences; share good models and creative ways of doing things; thereby proposing specific solutions to improve the effectiveness of all aspects of police work, contributing to building an increasingly disciplined, elite and modern Capital Police force.

The forum is also a practical activity within the framework of the 26th Congress of the Ho Chi Minh Communist Youth Union of Hanoi City Police, term 2025-2030, an important political event, marking a new development step of the Youth Union organization and youth movement in the Capital Police force.

After six months of implementing the new organizational model, without organizing district-level police and three months of implementing according to the new administrative boundaries, with a large workload and urgent time, the commune-level police force of Hanoi City Police has promoted the spirit of responsibility, proactiveness, creativity, synchronously deployed tasks of protecting national security, ensuring social order and safety, maintaining smooth operations, without interruption or discontinuity in performing tasks.

Outstanding results in all aspects of work are that national security is maintained and stable; complex potential problems are detected and promptly resolved right at the grassroots level; social order and safety are ensured, social order crimes are controlled and reduced compared to the same period; administrative procedure settlement is carried out effectively, serving the people promptly.

Entering a new phase, the requirements for ensuring security and order at the grassroots level are increasingly high, requiring the communal police force to not only be steadfast in political will and proficient in professional skills, but also to be proactive and creative in mass mobilization work, closely attached to the people. In that context, the union members and youth of the communal police force continue to affirm their vanguard role, being the vanguard force in building and consolidating the movement of the People to protect the security of the Fatherland.

In addition to the initial positive results, the implementation of tasks by the Commune-level Police still reveals some shortcomings and limitations: The adjustment of the organizational model and rearrangement of the force is still in the process of completion, so in some areas there is still a lack of stability; the coordination between professional departments and the grassroots Police in some cases is not really smooth and synchronous.

In the process of receiving and implementing new tasks transferred from departments and branches, guidance, training and transfer of professional skills are still limited; many new contents such as issuing criminal records, testing, issuing driving licenses, assessing network information security, etc. still lack detailed instructions, technical software is not synchronized, transmission lines are limited, affecting the progress of file processing and service quality for the people.

In that context, the youth union force at the commune level has clearly demonstrated its pioneering and pioneering role, being the core force in performing tasks at the grassroots level. With a proactive and creative spirit, the youth union members have quickly adapted to the new organizational model, actively advised and deployed professional work and local management, contributing to maintaining security and order, and preventing gaps in state management of security and order.

However, because most union members are young, their practical experience and skills in handling complex situations at the grassroots level are limited, they need to continue to be trained, practiced, and improve their professional qualifications, expertise, and mass work skills to meet the requirements of the tasks in the new situation.

Therefore, promoting the role of commune-level police youth in improving the effectiveness of ensuring security and order at the grassroots level is an important task that the Party Committee and the Board of Directors of the Hanoi City Police need to pay attention to, and receive drastic and synchronous participation from Party committees, commanders of units and Youth Union chapters at all levels in the entire force.

According to statistics up to now, the City Police have 126 regular police officers participating in the Executive Committee of the Youth Union of communes and wards.

At the Forum, Deputy Secretary of the Hanoi Youth Union Tran Quang Hung shared contents related to the policy of bringing regular police officers to participate in the leadership bodies of the Youth Union and Association at all levels. In addition, the Deputy Secretary of the Youth Union asked the commune-level police youth to continue to stay close to the grassroots, carry out tasks related to digital transformation, equip themselves with knowledge about data and artificial intelligence, and be the core force representing the city's police force, while closely linking the Youth Union's work with the political tasks of the locality and unit.

From there, it contributes to strengthening the coordination relationship between the police force and local Party committees, authorities, and socio-political organizations in ensuring security and order, building a people's security posture, and building a solid "All people protect national security" movement from the grassroots.

Speaking at the forum, Deputy Director of Hanoi City Police, Colonel Nguyen Ngoc Quyen, requested the youth force of the Commune Police to promote the highest sense of responsibility, working with the motto "words go hand in hand with actions". Union members and youth must consider the Commune Police as an environment for training and growth; avoid the mindset of "easy to do, hard to quit", "waiting for instructions", need to proactively study documents, learn professional skills, not be afraid of new tasks, new fields; turn the working process into a process of self-study, self-training, self-affirmation.

Colonel Nguyen Ngoc Quyen requested that in security work, the commune police youth strictly implement the motto "Proactive security", be the pioneer force in deploying professional measures, both in the field and in cyberspace; especially proactively grasp and analyze the situation in cyberspace, promptly detect, fight and refute erroneous and hostile viewpoints, and firmly protect the Party's ideological foundation.

Each member must demonstrate the spirit of daring to do and taking responsibility, considering participation in investigation, verification, and investigation of "hot traces" as an environment to train their mettle and working capacity; Promote the core role in propaganda, education, and assistance for addicts, contributing to "cleaning up" the area, aiming for the goal of 20% of communes and wards being drug-free by 2025.

Continue to promote the vanguard role of youth in implementing administrative reform, supporting and guiding people to resolve administrative procedures to ensure "no administrative boundaries", in accordance with regulations, quickly and conveniently - the Deputy Director of Hanoi City Police emphasized.

At the forum, youth police delegates at the commune level closely followed the professional work areas of the City Police, presented the current situation, work results, and both objective and subjective difficulties in the practical work at the grassroots level, especially clarifying the pioneering and shock role of youth in performing the task of ensuring security and order at the grassroots level.

Previously, the announcement ceremony and awarding of the Decision of the Standing Committee of the Hanoi Youth Union on converting the operating model and appointing personnel of the Hanoi City Police Youth Union, term XXV, 2022-2027, took place.
