On December 28, 2021, the Provincial Party Committee (term XIV) issued Resolution No. 08-NQ/TU on promoting the mobilization of investment resources for socio -economic infrastructure development by 2025 (Resolution No. 08-NQ/TU). After 2 years of implementation efforts, encouraging results have been achieved.

Results and limitations

After the Provincial Party Committee issued Resolution No. 08-NQ/TU, Party committees and organizations at all levels have thoroughly disseminated the resolution to cadres, party members, union members, association members and people of all walks of life, thereby raising awareness of the Party's guidelines and policies and the State's laws on socialization and mobilizing investment resources to build socio-economic infrastructure in the province. Party committees and organizations under the province have developed plans to mobilize investment resources to develop socio-economic infrastructure annually in the sector and locality; periodically every month and quarter, through meetings and conferences, Party committees and organizations at all levels, departments, branches and localities have organized to evaluate the implementation results, propose tasks and solutions to mobilize maximum resources for infrastructure investment in the province. The movement of people doing and State support in developing infrastructure to serve people's lives and socio-economic development, especially rural transport, new rural construction, and intra-field canals continues to be promoted; gradually overcoming the mindset of waiting and relying on state budget capital.

Over the past 2 years, the province has focused on prioritizing budget allocation to promote investment in local transport projects; coordinated with the Ministry of Transport to deploy investment and put into operation 2 expressways Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay, connecting regions, creating development momentum. The inter-district traffic system, traffic routes from the district center to communes and villages have been basically invested in. Large-scale non-budget energy and tourism projects have been attracted. Urban infrastructure, works, trade and service projects, energy tourism, irrigation, seaports, sea dykes, healthcare, education, training, culture and sports continue to be invested. The movement to build new rural areas under the motto "People do, State supports" continues to be promoted. The appearance of urban and rural areas is increasingly spacious and modern.

After 2 years of implementing Resolution No. 08-NQ/TU, the total social investment capital of the province reached 129,819 billion VND, an average increase of 14.2%/year, reaching 51.29% compared to the target set by Resolution No. 08-NQ/TU (250,000 billion VND), of which the capital implemented from the state budget was 34,383 billion VND, accounting for 26.48% (the target of Resolution No. 08-NQ/TU is 12 - 14%). Development investment expenditure reached 38.65% compared to the total local budget expenditure (the target of Resolution No. 08-NQ/TU is 35%).

In addition to the achieved results, the implementation of Resolution No. 08-NQ/TU still has some shortcomings and limitations that need to be overcome, such as: The province's socio-economic infrastructure system is still incomplete and not synchronous. The progress of implementing some key projects of the province is still slow. The coastal road is not yet connected smoothly. Investment in infrastructure of industrial parks is still slow compared to the set progress. Mobilizing state budget capital and ODA capital to invest in developing economic infrastructure is still facing many difficulties, especially capital from the central budget with targeted support, mainly mobilized from lottery. Investment capital in the provincial budget balance is still low, the ratio of investment capital from land use revenue and lottery is still quite high. Some investment projects have not been completed for many years. Many works have been degraded but the repair and upgrading is still slow, especially the infrastructure of medical facilities. Cultural, social , physical education and sports infrastructure is not commensurate with development requirements. Many projects (including investment projects from the state budget and investment projects outside the state budget) are slow to be implemented. The allocation of public investment capital plans is still slow, the disbursement rate is low. Urban and rural construction and beautification activities under the motto "People do, State supports" in some localities are not effective.

Solution

Promoting the achieved results, while clearly recognizing the existing limitations in the implementation of Resolution No. 08-NQ/TU, the Provincial Party Committee has proposed key tasks and solutions that need to be focused on in the coming time. Accordingly, the province will effectively implement the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050 as soon as it is approved by the Prime Minister; continue to review and complete general, zoning, detailed plans, land use plans, especially land use plans for coastal areas, urban areas, on both sides of DT.706B, DT.719B, Ham Kiem - Tien Thanh roads to promote land resources for investment and development. Speed ​​up the implementation of key projects and works such as: Phan Thiet Airport Project (civil aviation category), DT.719B road (in the immediate future, focus on investing in completing and putting into operation the road section from National Highway 1A to Suoi Nhum Bridge), Ham Kiem - Tien Thanh road, Van Thanh bridge, Ca Ty river embankment, Ca Ty river apartment building, coastal road; infrastructure of Tan Duc Industrial Park, Son My 1; infrastructure serving tourism, agricultural development; urban and rural beautification... and projects that have investment policy decisions. Strive to disburse public investment capital annually at a rate of over 95%. Strengthen the management of budget revenue; exploit revenue from land funds reasonably and effectively. Arrange budget expenditures in a concentrated direction, focusing on projects and works that create new driving forces and new spaces for socio-economic development; Resettlement projects, inter-regional connectivity projects to exploit the potential and strengths, promote the socio-economic development of the province. Focus resources on investing in infrastructure construction of residential areas, urban areas, resettlement in districts, towns, and cities; upgrade urban traffic infrastructure in Phan Thiet city, La Gi town, district centers, smart urban projects; allocate appropriate resources for investment in Phu Quy island district. Improve investment efficiency and promptly allocate capital to implement drainage and wastewater and waste treatment infrastructure projects, disaster prevention and control projects, climate change response projects according to planning, projects in the fields of health, education, culture, projects to embellish and preserve scenic spots, historical relics and other urgent and urgent projects of the province. Promote the movement "People do, State supports", mobilize resources from the people and organizations and individuals to participate in investing in rural traffic construction, small-scale irrigation, and solidifying intra-field canals, first of all for communes registered to meet "new rural" standards in the period 2020 - 2025. Improve the effectiveness and efficiency of state management in the fields of land, resources, minerals, and environment; promote reform of administrative procedures and investment procedure settlement records; pay attention to improving PCI, Par Index, SIPAS, and PAPI indicators to create a favorable and open investment and business environment. At the same time, resolutely revoke projects that are not implemented, are slow to implement, or do not have the capacity to implement according to regulations. Enhance the responsibility of leaders and organizations, individual officials, and civil servants in advising and coordinating to resolve work to ensure progress and within their authority, without leaving work behind or delaying work.
