BTO-On the afternoon of January 15, the Government's Steering Committee for Administrative Reform (CCHC) held the ninth national online conference to evaluate the results of implementing administrative reform work in 2024 and the direction and tasks for 2025. Permanent Deputy Prime Minister Nguyen Hoa Binh , Deputy Head of the Government's Steering Committee for Administrative Reform, chaired the conference.

In 2024, the review and handling of difficulties and shortcomings in administrative reform were actively implemented, contributing to promoting administrative reform and improving the business environment. Ministries, branches and localities issued 4,673 documents to direct, urge and thoroughly implement administrative reform tasks effectively. At the same time, inspections were conducted at many agencies and units, thereby promptly directing the handling of existing problems and limitations. Administrative procedure reform continued to receive attention. The Government and the Prime Minister took time to listen to and contact people and the business community to direct research and handle feedback and recommendations on mechanisms, policies and administrative procedures.

In addition, the arrangement, consolidation of the organizational apparatus and the completion of regulations on job positions in agencies and organizations in the political system, and the reform of salary policies continued to have clear changes, achieving positive results. Discipline and administrative discipline were strengthened. The results of the arrangement of the organizational apparatus of state administrative agencies at all levels in 63 provinces and cities have continued to reduce 12 branches, departments and equivalents of specialized agencies under the provincial People's Committee; reduced 29 departments and equivalents under the district People's Committee; accumulated to date, 13 Departments and equivalents, 2,613 departments and equivalents at the local level have been reduced. The results of the implementation of streamlining the payroll of civil servants and public employees of ministries, branches and localities according to the provisions of the Government's Decrees are a total of 16,149 people (of which ministries and branches are 217 people, localities are 15,932 people). In addition, the Government and the Prime Minister continue to direct ministries, branches and localities to synchronously and drastically implement the construction and development of e-Government and digital Government, gradually achieving results...

Regarding the direction and tasks of administrative reform in 2025, ministries, branches and localities continue to thoroughly grasp, organize and strictly, comprehensively, synchronously and effectively implement the State Administrative Reform Master Program for the period of 2021 - 2030 according to Resolution No. 76/NQ-CP dated July 15, 2021 of the Government and Directive No. 23/CT-TTg dated September 2, 2021 of the Prime Minister; review and have specific and practical solutions to create strong breakthroughs to improve the effectiveness of implementing administrative reform tasks assigned by the Government and the Prime Minister and the tasks set out in the 2025 administrative reform plan of ministries, agencies and localities.

In addition, continue to promote the role and enhance the responsibility of the heads of ministries, branches and localities in leading and directing the implementation of administrative reform tasks; strengthen the work of urging, monitoring, evaluating, inspecting, checking and propagating administrative reform. Focus on implementing plans to reorganize the apparatus of state administrative agencies to ensure urgency so as not to interrupt or miss work, ensuring the spirit of "Sleek - Compact - Strong - Effective - Effective - Efficient". At the same time, focus on prioritizing resources to speed up the implementation of tasks and solutions to remove difficulties and obstacles for people and businesses, creating conditions to promote socio-economic development...

Concluding the conference, Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Government's Steering Committee for Administrative Reform, congratulated and highly appreciated the results of administrative reform achieved in the past year. Accordingly, many public services are implemented on digital platforms, gradually taking shape on the national data platform, aiming for better goals, meeting the requirements of national development.

In the coming time, the Deputy Prime Minister requested ministries, branches and localities to closely follow the Party and Government's policies on judicial reform, specifically Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Build institutions, reduce and simplify administrative procedures. Focus on implementing Resolution 18 on streamlining the apparatus. Build policies for staff to ensure better service to the people. Focus on building e-government and digital government to improve the efficiency of administrative reform, contributing effectively to the completion of economic and social tasks in 2025.
