Identifying administrative reform (AR) as one of the key tasks, closely following the province's PAR programs and plans and the sector's tasks, the Department of Justice has implemented comprehensively, with focus and key points, linking PAR with judicial reform to ensure quality and effectiveness.
To bring administrative reform work into depth, in addition to issuing plans for each stage to clearly orient the major tasks that need to be done and specific goals, the Department issues annual plans for implementation. The plans fully identify tasks in all areas, close to the functions and actual situation of the agency; assign specific tasks to each department and individual. Along with that, the Department promotes propaganda work, thoroughly grasps the Party and State's guidelines, policies and guidelines on administrative reform; regularly puts administrative reform propaganda into activities on the Department's electronic information pages and portals; strengthens information work, propaganda on handling administrative procedures in the online environment, through public postal services; models, initiatives, solutions, good practices on administrative reform are being applied effectively.

From 2024 to the end of the first quarter of 2025, the Department appraised 8 proposals for drafting resolutions, 40 draft resolutions and 132 draft decisions; gave opinions on 218 proposals for drafting provincial legal documents, 161 draft legal documents of the Central Government and of departments, branches and sectors; self-checked 83 legal documents issued by the Provincial People's Committee; received and checked 87 documents issued by the People's Council and People's Committee at the district level, discovered 9 district-level documents with incorrect authority and format, and proposed to resolve them according to regulations. Based on the review results, the Department synthesized and advised the Chairman of the Provincial People's Committee to announce the List of documents that expired or ceased to be effective in 2023 and 2024 with 106 documents that completely expired, 36 documents that partially expired...
In particular, the Department directs its staff to improve the quality of handling administrative procedures; regularly review and reform administrative procedures, control administrative procedures, pay attention to ensuring the time to handle administrative procedures in advance and on time; improve responsibility and awareness of serving citizens. The Department regularly reviews and evaluates the suitability of administrative procedures for online public services to select those that can be upgraded to meet the full-process online public service to facilitate people and businesses. Currently, out of 111 administrative procedures under its authority, 26 are handled according to the full-process online public service, the remaining 85 procedures are performed according to the partial online public service.
The application of information technology is fully and promptly implemented. Officials, civil servants and employees regularly use email in daily work exchanges, 100% of officials and civil servants use document management software, digital signatures to exchange work, process documents between functional departments in the unit. In the coming time, the Department will continue to focus on promoting the leadership and management role of the head in administrative reform work, continuing to promote administrative reform in judicial activities to ensure the requirements and goals of building a democratic, professional, modern, streamlined, effective and efficient administration, effectively serving the socio-economic development process of the province.
