On the morning of October 13, the National Assembly Standing Committee gave its opinions on the report on the results of monitoring the settlement and response to voters' petitions; synthesizing voters' and people's opinions and petitions sent to the 10th session of the 15th National Assembly as well as the report on people's petition work in September.
Presenting a report on the work of people's petitions, Chairman of the People's Petitions and Supervision Committee Duong Thanh Binh said that voters and people acknowledged the efforts of the Party and State in streamlining the apparatus, building a basic 2-level local government model that operates stably and smoothly, serving people and businesses better and better.

However, voters also reported that some procedures have not been connected to the National Public Service Portal; implementing online public services to resolve administrative procedures still faces many difficulties; officials and civil servants spend a lot of time providing guidance and support...
The report synthesizing opinions and recommendations from voters and people also explained that the implementation of two-level local government is in the process of stabilizing, so there are still difficulties when carrying out administrative procedures related to land for people and businesses.
Voters recommend promptly overcoming the interruption in administrative procedures related to land, creating the most favorable conditions for people and businesses.
Adding comments on this content, Vice Chairwoman of the National Assembly Nguyen Thi Thanh mentioned two issues of great concern to the locality: job positions and salary reform policy.

"The salaries of the commune staff are very low, and they have to work far away while the travel conditions are difficult, so this issue must be resolved soon to retain staff and motivate them to stick with the grassroots," the Vice Chairman of the National Assembly stated his opinion.
Regarding salary, Ms. Thanh said that the salary of most commune-level officials and civil servants is only about 10 million VND or less, very few people have a salary of more than 10 million VND.
“That is very difficult. The working expenses for the commune-level staff must also be supplemented to suit the conditions of returning to the area. When the staff return to the area, there must be support to create conditions for them to have official housing as well as working expenses to help them stay together, but right now we find it very difficult,” Ms. Thanh said.
In addition, the Vice Chairman of the National Assembly also noted that priority should be given to early issuance of guiding documents on decentralization, delegation of authority, investment management and financial decentralization.
