Removing difficulties for local authorities

According to Resolution No. 268/NQ-CP of the Government on the implementation and operation of the 2-level local government model, in addition to the achieved results, there are still limitations and difficulties that need to be focused on overcoming, namely: The consolidation of the organization and personnel at the local level after the merger is still facing difficulties. In general, the current human resources at the grassroots level are both redundant and lacking, and limited in terms of professional quality and technological skills; many positions do not meet the requirements of the tasks. Along with that, a part of the people, cadres and civil servants are still not familiar with the new operating method.

Besides the human resource shortage, another major issue that needs to be resolved soon is the financial-budgetary mechanism. Currently, this mechanism has not kept up with the new model while the management area is wider. The assignment of budget expenditure tasks after the reorganization still has many problems, and some assigned tasks are not consistent among units.

These difficulties must be resolved quickly so that the apparatus can operate smoothly, efficiently, synchronously and effectively. This issue was requested by the Prime Minister a few days ago, and there was an immediate positive response from the authorities.

At the regular August Government meeting held on September 6, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs will report to the Politburo on salary and allowance adjustments this September. Accordingly, it is proposed to adjust 3 groups of allowances associated with the organization of the apparatus, administrative units and operation of 2-level local governments, including leadership position allowances, regional allowances and special allowances. Regarding the adjustment of the basic salary level, the Minister said that it is necessary to summarize Resolution 27 on salary policy reform, from which to calculate a long-term strategy for salary reform. Another content that the Ministry of Home Affairs will also report to the Politburo is the review and completion of job positions, because the current job position system has changed a lot compared to before.

Finance and human resources are two very big issues. Only when finance is implemented appropriately and proportionately and human resources are arranged reasonably in connection with specific job positions can the capacity be promoted and the responsibility of the staff be bound. The proposals and reports of the Ministry of Home Affairs are an important basis for the Politburo, the Government and relevant agencies to study and resolve, ensuring stability and smoothness in the operation of the communal government apparatus.
