This is a project to welcome the success of the 1st Government Party Congress, term 2025-2030, towards the 14th National Party Congress.
Previously, the 500kV Lao Cai-Vinh Yen transmission line project was also successfully energized on September 30, 2025, completed 8 months ahead of schedule compared to the original plan according to the project investment policy decision approved by the Prime Minister.
During the past 6 months of construction, the project has faced many difficulties and challenges from harsh weather conditions, rugged mountainous terrain, complex geology, large volume of site clearance to urgent progress requirements, but with implementation experience and high determination and outstanding efforts of EVN, EVNPMB1, along with consulting units, construction contractors, material and equipment suppliers; the project has always been implemented urgently, synchronously and effectively.

In particular, EVN and its units have always received close attention and direction from the Government, the Prime Minister, the State Steering Committee for important national programs, works and projects, key energy sectors, along with the close coordination and support of the Ministry of Industry and Trade, Finance, National Defense, Public Security, Agriculture and Environment and related ministries and branches; the support, accompaniment and active direction of Party committees, authorities, Fatherland Front and people of Lao Cai and Phu Tho provinces, along with the timely support of Military Region 2, the Public Security forces of the provinces and communes where the works pass through, the Central Committee of the Ho Chi Minh Communist Youth Union and the youth shock force of Lao Cai and Phu Tho Provincial Youth Union.
In addition, the team of skilled officers, engineers and workers mobilized and reinforced from units such as those under the National Power Transmission Corporation have promoted a high sense of responsibility, not afraid of hardships, overcoming sun and rain, working day and night, through holidays and Tet at the construction site, ensuring that the items are completed on schedule and with quality.
With the spirit of determination and utmost effort, organizing the construction "four on-site", "three shifts, four teams", "overcoming the sun, overcoming the rain", "through holidays, Tet, and days off", after more than 6 months of construction, the project has completed the main construction volume including: Digging nearly 1.8 million m3 of soil and rock in the foundation pit; Pouring nearly 110,000 m3 of concrete with about 7,500 tons of steel; Manufacturing and assembling 55,000 tons of steel poles; extending more than 6,000km of cables of all kinds (26 conductors, lightning protection wires and optical cables).

The Lao Cai-Vinh Yen 500kV transmission line project is a national key project, with the scale of the project being a 500kV double-circuit transmission line with a total length of 229.5km, with a total of 468 pole foundation locations.
The project passes through two provinces including Lao Cai and Phu Tho (formerly four provinces including Lao Cai, Yen Bai, Phu Tho and Vinh Phuc), with the starting point being the 500kV Lao Cai station and the ending point being the 500kV Vinh Yen station. The total investment of the project is more than 7,410 billion VND, arranged from 80% of the loan capital of the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) and 20% of the counterpart capital of EVN.
In order to ensure synchronous and effective operation, the Lao Cai 500kV Transformer Station Phase 2 project with a total investment of more than VND 1,564 billion has also been completed with construction items and energization of the 500kV distribution yard and 500kV transformer to synchronize with the Lao Cai-Vinh Yen 500kV transmission line project.
After being put into operation, the 500kV Lao Cai-Vinh Yen line will be able to transmit about 3,000MW from hydropower plants in the Northwest region and neighboring provinces to the national grid and increase the ability to import electricity; at the same time, create strong links between regions in the power system; improve the ability to operate safely and stably for the national power system; reduce power loss in the transmission grid; increase the efficiency of EVN's electricity production and business.
At the inauguration ceremony, the Organizing Committee announced the commendation decisions of the Executive Committee of the Vietnam General Confederation of Labor, EVN, and Vietnam Electricity Trade Union for collectives and individuals with outstanding achievements in construction investment.
On this occasion, EVN donated 1 billion VND to support social security for Lao Cai and Phu Tho provinces.

Speaking at the ceremony, Deputy Prime Minister Ho Duc Phoc emphasized that the 500kV Lao Cai-Vinh Yen line is a project of special importance in ensuring national energy security, contributing to concretizing the direction of the Politburo, the Party Central Committee and the Government's commitment; at the same time, the Government always strives to ensure continuous power supply, avoiding power shortages in all situations, creating a solid foundation to promote growth of over 8% in 2025 and double-digit growth in the coming years.
The Deputy Prime Minister stated that Vietnam's socio-economic growth target during this period requires the electricity industry to focus on developing one step ahead, increasing annual power generation capacity by about 15 to 18% (equivalent to 8,000 to 10,000 MW) to ensure electricity supply for economic development and attract domestic and foreign investment.
Last summer, the weather in the North was extremely hot, the maximum power consumption of the national power system reached a record 54,500 MW on August 4, an increase of about 5,000 MW, equivalent to 10% compared to the same period in 2024. This shows that the demand for electricity for production, business and people's daily life is extremely important. Meanwhile, the hot season is very large, often unusual and difficult to predict.
In light of that reality, the 500kV Lao Cai-Vinh Yen transmission line project is of special importance, promptly increasing the power transmission capacity from hydropower plants in the Northwest region and neighboring provinces to the national grid by about 3,000MW, while also meeting the demand for electricity connection with China in the future; ensuring the balance of power supply and ensuring national energy security.

The Deputy Prime Minister emphasized: with the direct and drastic direction of the Prime Minister and ministries, and localities where the project passes, and with the high determination and drastic actions of EVN, EVNPMB1 and the contractor have completed the project after just over 6 months of implementation, shortening nearly 8 months compared to the approved schedule.
The Deputy Prime Minister emphasized: This is a record in the construction of power projects, a proud achievement, demonstrating the heroic revolutionary tradition of more than 70 years of the power industry. The rapid construction and completion of the project ahead of schedule in an area with particularly difficult and complicated terrain and geology, construction in unusual weather conditions, extremely large construction volume, and complex techniques have demonstrated the determination, maturity, and remarkable growth of the power industry, the outstanding construction efforts of the team of engineers and workers; the localities have strived to clear the site and ensure security for construction.
On behalf of the Prime Minister, Deputy Prime Minister Ho Duc Phoc commended the spirit and determination of EVN, EVNPMB1, consultants, construction contractors, equipment suppliers and related units; commended the local police and military forces, Military Region 2, militia and self-defense forces and local youth union members who have supported the electricity sector for many months to ensure the necessary conditions to complete the project on schedule with the spirit of "once in action, victory".
Deputy Prime Minister Ho Duc Phoc acknowledged and thanked the people of all ethnic groups in the localities for their support of the project, giving up their housing, places of worship, farming land, production and business sites, and clearing the land to serve the project, putting it into operation soon and ensuring its effectiveness.
The Deputy Prime Minister highly appreciated the sense of responsibility, initiative and determination of the Provincial Party Secretary and Chairman of the People's Committee of Lao Cai and Phu Tho provinces, and the active participation of the entire political system of the localities where the power line passes through, who have promptly and proactively done well the work of site clearance, resettlement, meeting the project's progress, and preventing complicated complaints.

After the inauguration ceremony, the Deputy Prime Minister requested EVN and EVNPMB 1 to coordinate with localities to do a good job of environmental restoration and sanitation; organize the safe and most effective operation of this project and the entire national power system.
In addition, EVN needs to continue investing in developing power sources and grid systems, ensuring adequate and stable supply of electricity for socio-economic development; actively participating in ensuring social security, stabilizing people's lives; and implementing instructions to continue finalizing projects in accordance with regulations.
The Deputy Prime Minister requested that the authorities at all levels of the two provinces where the project passes through continue to pay attention and care to stabilize and continuously improve the material and spiritual life of the affected people in accordance with the spirit that the new place of residence, workplace, and business must be at least equal to and basically better than the old place of residence. In the immediate future, it is necessary to take care of the long-term and sustainable livelihood of the people, change suitable occupations; resolutely not let people lack accommodation, food, clothing, land for production, or jobs in business.
The Deputy Prime Minister emphasized that the spirit of speed, "once launched, it is a victory" of the Lao Cai-Vinh Yen 500kV transmission line project, completed early and put into operation, has created motivation, inspiration, and contributed to the successful implementation of the strategic breakthrough in strategic infrastructure development towards welcoming the 14th National Party Congress.
At the ceremony, Deputy Prime Minister Ho Duc Phoc and other leaders performed the ribbon-cutting ceremony to inaugurate the project. The Deputy Prime Minister also presented gifts to encourage the units participating in the project.
