Previously, the Provincial People's Committee received Official Dispatch No. 1237/BQLDAGTNN-DHDAGT dated October 20, 2025 of the Project Management Board for Investment in Construction of Traffic Works and Rural Development of Dak Lak Province (Board A, investor) regarding Ms. Hoang Thi Yen's household's acts of vandalizing property, machinery and equipment and attacking officials on duty at Km24+650 of the Project to Upgrade Provincial Road 1.

After consideration, the Provincial People's Committee requested the Provincial Police to direct the Ea Wer Commune Police to consolidate the records, verify and clarify the violations of Ms. Hoang Thi Yen, especially the acts of "intentionally destroying property" and "intentionally causing injury" or "resisting people on duty". Based on the nature and level of the violation, strictly handle it according to the authority in accordance with the provisions of law. Proactively develop a plan, arrange forces to coordinate with Board A and the construction unit to carry out construction protection work (if required). Ensure absolute security, order and safety for people, property and vehicles throughout the construction process; resolutely prevent and promptly handle acts of obstruction and recurrence.
Assign the People's Committee of Ea Wer commune to preside over and coordinate with the Ea Wer commune police and relevant units to urgently work and request Ms. Hoang Thi Yen's household to immediately stop all acts of obstructing construction and violating the law.
A representative of Board A said that recently, the Board has coordinated with relevant units to mobilize people to hand over the site to serve the project construction. At the end of August 2025, the Board worked with Ms. Hoang Thi Yen's household and agreed on many support contents and this household agreed to hand over the site for the contractor to construct.
However, on October 15, Ms. Yen’s family continued to obstruct the construction, demanding compensation for an additional 300 trucks of dirt. While working, Ms. Yen threw bricks and stones, sabotaged machinery, and attacked construction staff, causing disorder and affecting the project’s progress.
