Quang Ngai cancels auction results of 7 land mines that do not comply with legal regulations

On October 9, Vice Chairman of the People's Committee of Quang Ngai province Tran Phuoc Hien said that he had signed a decision to cancel the auction results of the rights to exploit mineral resources for land fill for 7 mining areas with exploration results approved by the Provincial People's Committee on the winning auction results of mineral exploitation rights in Decision 01 QD/UBND dated July 11, 2025 (after 3 months).

The decision clearly states that the People's Committee of Quang Ngai province cancels the auction results of 7 land mines under the exploitation rights of the consortium of Dung Quat Construction Materials Joint Stock Company and DACINCO Construction Investment Company Limited. Previously, the auction results of the above mines were approved by the People's Committee of Quang Ngai province on July 11. Accordingly, the 7 mine areas include: Pho Tinh mountain land mine, Choi Chuoc mountain land mine, Chop Chai mountain land mine (Van Tuong commune); Hoc Xanh mountain land mine, Tri Binh land mine (Binh Son commune); Dong San mountain land mine, Chua mountain land mine (Dong Son commune).

The People's Committee of Quang Ngai province said that the reason for canceling the auction results for the mineral exploitation rights of the 7 land mines mentioned above was because the joint venture of Dung Quat Construction Materials Joint Stock Company and DACINCO Construction Investment Company Limited participated in the auction and was recognized as the winning auction result which did not comply with the legal regulations on asset and mineral auctions. After canceling the results, the People's Committee of Quang Ngai province assigned the competent authorities to refund the deposit to the winning bidder in accordance with current regulations.

11 land mines were put up for auction with a reserve of 8 million m3 to serve the site leveling for key projects; including an important national project (Dung Quat Oil Refinery Expansion Project). On June 27, 2025, the Department of Agriculture and Environment of Quang Ngai province issued Notice No. 4485/TB-SNNMT on the results of the auction of the right to exploit mineral land for leveling for 7 mine areas with mineral exploration results and 4 mine areas without mineral exploration results in Quang Ngai province.

With many shortcomings in the auction and management of mineral mines after the auction. The Department of Agriculture and Environment of Quang Ngai province has previously issued stricter and more stringent criteria to select qualified, capable and potential contractors to participate in the auction. At the same time, the unit also strengthened coordination with relevant agencies, especially the Provincial Police, in supervising the auction and post-auction process to avoid the situation where contractors manipulate and push prices abnormally high, not for the purpose of exploitation.
