Also attending on the North Korean side were Politburo Standing Committee member, Party Central Committee Secretary, Head of the Central Organization Department of the Workers' Party of Korea Cho Yong Won and representatives of several North Korean ministries and branches.
Speaking at the opening ceremony, Vietnamese Ambassador to North Korea Le Ba Vinh emphasized that President Ho Chi Minh is the beloved leader of the Vietnamese people, a national liberation hero, an outstanding cultural figure, and a close friend of the Korean people. The inauguration of the statue of President Ho Chi Minh and its placement in the premises of the Vietnamese Embassy in North Korea is a joy not only for the Vietnamese people but also for the Korean people because during the construction process, it always received favorable support from agencies, departments, branches and the Korean people.

Ambassador Le Ba Vinh said that Vietnam and North Korea established diplomatic relations 75 years ago. On January 31, 1950, the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) and the Democratic People's Republic of Korea officially established diplomatic relations. The traditional friendship between the two Parties and countries was personally built by President Ho Chi Minh and President Kim Il Sung. Since then, the traditional friendship between the two countries has always been valued by the two Parties, the two States and the two peoples, and has been constantly consolidated and developed. The two sides have maintained mutual support and assistance in the cause of national liberation and socialist construction in each country. In 1957, President Ho Chi Minh paid an official friendship visit to North Korea and during this visit, President Ho Chi Minh affirmed that although Vietnam and North Korea are far apart, their hearts are very close, although they are thousands of miles apart, they are attached to each other like a close brotherhood.

On this occasion, General Secretary To Lam and Politburo Standing Committee member, Party Central Committee Secretary, Head of the Central Organization Department of the Workers' Party of Korea Cho Yong Won cut the ribbon to inaugurate the statue of President Ho Chi Minh in the premises of the Vietnamese Embassy in North Korea.
