At the press conference on the expected agenda of the 10th Session of the 15th National Assembly , Vice Chairwoman of the National Assembly Delegation Affairs Committee Ta Thi Yen answered reporters' questions about personnel work at the session.

Ms. Ta Thi Yen emphasized that, in addition to the contents of legislation, supervision and decision-making on issues and policies on socio -economic development, personnel work is a highlight that voters and people are particularly interested in at the session.

"Based on the decision of the Central Executive Committee and the Submission of competent agencies, the National Assembly will consider and decide on a number of personnel matters within its authority, including the election, approval, and dismissal of a number of key leadership positions in the State apparatus," said Ms. Yen.

This is a regular activity to ensure the succession, stability and efficiency of the apparatus in the new situation and the entire personnel process is carried out in accordance with the provisions of the Constitution and the law; ensuring democracy, objectivity and transparency; National Assembly deputies will exercise their rights and responsibilities before the people and voters through secret ballot to ensure the principles of centralism and democracy.

"Personnel work will be carried out on the last day of the first week of the National Assembly session. It can be affirmed that personnel work at this session will also be carefully and methodically prepared. This is not only a step in perfecting the organization of the apparatus at the end of the term, but also creates a foundation for the activities and effectiveness of the state apparatus in the next period," said Deputy Head of the National Assembly Delegation Affairs Committee Ta Thi Yen.

Switch to written questioning

At the 10th Session, the National Assembly will not organize questions and answers. The National Assembly will change the way of supervising the implementation of the National Assembly's resolutions on thematic supervision and questions in the form: The Government and agencies will send full reports; National Assembly deputies will send written questions for the questioned person to answer continuously from now until the 10th Session. The National Assembly will synthesize the reports and arrange a meeting in one session on this content.

Regarding the lack of direct questioning, Deputy Head of the National Assembly Office Nguyen Van Hien cited Article 32 of the Law on Organization of the National Assembly, which stipulates that National Assembly deputies have the right to question the President, the National Assembly Chairman, the Prime Minister, Ministers and other members of the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, and the State Auditor General. Accordingly, the person being questioned must answer the questions at the National Assembly session or the meeting of the National Assembly Standing Committee. During the time between two National Assembly sessions and when necessary, the National Assembly and the National Assembly Standing Committee allow written answers.

Due to the large volume of work in the session, the way the session is organized and conducted has been changed accordingly. This is a special session because it is the last session of the 15th National Assembly, so in addition to the professional meeting, it also has to summarize the entire session. Questioning and answering questions are still maintained, but instead of direct questioning, it is switched to written questioning.

"Thus, we do not leave any form of supervision unattended, nor does it affect the full performance of the National Assembly's functions at the session," he emphasized.

The 10th session is the last session of the 15th National Assembly term, which is of special importance, both as a step to summarize a term of many innovations, democracy, responsibility and efficiency, and as a preparation for the 16th National Assembly term with more comprehensive and profound requirements. The workload at this session is very large, closely related to the socio-economic development situation and many very important issues of the country. Especially the consideration and approval of the number of draft laws and resolutions - demonstrating the innovation of legislative thinking, continuing to perfect institutions, developing the socialist rule of law state in the spirit of the direction of General Secretary To Lam on "innovation of legal thinking, institutional reform, ensuring the law goes first, paving the way for development".
