This content is shown in the Resolution on questions and answers at the 8th Session, which was voted and approved by National Assembly delegates this afternoon, November 30.
Presenting a report explaining, receiving and revising the draft resolution, Secretary General of the National Assembly Le Quang Tung said that there were opinions suggesting the issuance of legal documents to prohibit the production, trading, import, harboring, transporting and using of electronic cigarettes and heated tobacco products that are harmful to health.
"The National Assembly Standing Committee finds that the delegate's proposal is appropriate due to the urgent, complicated, toxic, and addictive nature of e-cigarettes and heated tobacco products, which affect people's health and lives, especially for the younger generation, students, and pupils. Therefore, the National Assembly Standing Committee requests adjustments as in the draft resolution," said Mr. Le Quang Tung.
The passed resolution clearly states that the National Assembly agrees to ban the production, trading, import, storage, transportation, and use of electronic cigarettes, heated tobacco products, and gases and addictive substances that are harmful to human health from 2025, ensuring public health, social order and safety, and assigns the Government to organize specific implementation.
The National Assembly also requested to simultaneously step up propaganda work and raise awareness among people, especially youth and teenagers, about the harmful effects of alcohol, tobacco, e-cigarettes, heated tobacco, gases, and addictive substances that are harmful to human health.
The Resolution emphasizes focusing on implementing the Law amending and supplementing a number of articles of the Law on Pharmacy, the Law amending and supplementing a number of articles of the Law on Health Insurance, and the National Strategy for developing the Vietnamese pharmaceutical industry until 2030 with a vision to 2045.
In addition, promote information and propaganda so that people understand correctly when using functional foods, ensuring safety. Correct and strictly handle the advertising of functional foods that do not match the confirmed content or content that has not been confirmed by the competent authority.
Strengthen management, inspection, examination and post-inspection in the production and trading of pharmaceuticals, cosmetics and functional foods, especially business activities on e-commerce sites, e-commerce trading floors and social networks, and strictly handle and publicize violations according to regulations.
Regarding the banking sector, there are opinions suggesting not to stipulate in the draft resolution the content of encouraging people to sell gold to invest in production and business because when the investment environment develops, people will sell gold to invest in production and business without any encouragement.
The National Assembly Standing Committee believes that currently, the economy needs huge investment resources, especially for production and business activities. The requirements in the draft resolution are necessary to attract investment resources and develop the country.
In response to the opinions of National Assembly deputies, the National Assembly Standing Committee has revised the draft resolution in the direction of requiring the State Bank to have a policy to limit speculation and gold hoarding, and transfer investment resources to production and business.
In the field of information and communication, there are suggestions to add solutions to accelerate digital transformation in press agencies; effectively implement the Digital Infrastructure Strategy until 2025 and orientation to 2030; support telephones for ethnic minorities and particularly disadvantaged areas; improve the capacity to provide telecommunications services to respond to emergency situations and incidents.
The Standing Committee of the National Assembly found that the opinions of the National Assembly deputies were consistent with the content of the question and answer session, and therefore accepted and supplemented them in the resolution.
