Speaking at the opening of the Conference, Deputy Prime Minister Tran Luu Quang emphasized: In recent years, thoroughly implementing the Party and State's guidelines and policies, with the participation of ministries, branches, and Central Highlands provinces, and the active participation of the people, the socio -economic situation in the Central Highlands has had positive developments; the cultural values ​​of ethnic groups have been preserved, inherited, and promoted; the national defense posture, the people's security posture, and the people's hearts posture have been consolidated; security and order have been ensured.

However, the socio-economic development of the Central Highlands region is still not commensurate with the position, role, potential and advantages of the region. In order to develop the Central Highlands sustainably, people have a prosperous and happy life, firmly consolidate security and national defense according to the goals and requirements set out in Resolution No. 23 of the Politburo, the Prime Minister has decided to issue the Project on socio-economic development associated with security and national defense protection in the Central Highlands region.

At the Conference, Senior Lieutenant General Luong Tam Quang, Deputy Minister of Public Security, presented the key contents of the Government's Project on socio-economic development associated with security and defense protection in the Central Highlands, focusing on the goals, guiding viewpoints, tasks, solutions, and responsibilities to improve the effectiveness of socio-economic development associated with ensuring security and defense in the Central Highlands in the coming time.

Concluding the Conference, General To Lam, Politburo member and Minister of Public Security, affirmed that the Party and State always pay special attention to all aspects, and have issued many Resolutions and conclusions, most recently Resolution No. 23-NQ/TW of the Politburo on "Orientations for socio-economic development and ensuring national defense and security in the Central Highlands region to 2030, with a vision to 2045" and the Project on socio-economic development associated with protecting security and national defense in the Central Highlands region.

Comrade To Lam requested that departments, ministries, branches and localities unify, unanimously act resolutely, and implement the guiding viewpoints; concentrate all measures, resources, and efforts to effectively implement new and breakthrough policies and solutions to achieve specific goals in the Project, with the spirit of "Year of Resoluteness": (1) Resolutely remove difficulties, obstacles, and bottlenecks; (2) Resolutely complete and effectively implement specific mechanisms and policies for the Central Highlands; (3) Resolutely promote breakthroughs, "awaken" and exploit the potential and advantages of the region; promote the cultural, historical values ​​and people of the Central Highlands, the heroic, steadfast, and indomitable spirit like the legendary Dam San spirit into a resource for economic, cultural, and social development, improving the lives of the ethnic groups in the Central Highlands, "leaving no one behind"; (4) Resolutely resolve early, from afar, and from the grassroots level the potentially complex factors of security and order, not to be passive or surprised; (5) Resolutely consolidate a strong grassroots political system to meet requirements and tasks; enhance the responsibility of cadres and civil servants in performing their duties, in accordance with the spirit of General Secretary Nguyen Phu Trong and Prime Minister Pham Minh Chinh's direction: "Those who do not dare to do it, those who cannot do it, should stand aside and let others do it."

Leaders of Party committees and authorities at all levels must uphold their responsibility in grasping and promoting potentials, opportunities, and advantages to promote socio-economic development, ensure social security, and create livelihoods for ethnic minorities in the Central Highlands; and synchronously and effectively deploy solutions to maintain security and order, avoiding passivity and surprise.

Party committees, authorities, cadres and party members of the Central Highlands provinces mobilize their total strength to implement the Project, take advantage of advantages to turn them into development opportunities, self-reliance and self-improvement; Party committees and authorities of neighboring provinces closely coordinate with the Central Highlands provinces in implementing the Government's Project, strengthening cooperation and linkage in tourism development, transport infrastructure system, attracting investment, effectively exploiting the natural conditions, human resources, and available and unique ecology of the Central Highlands.

With a long history, heroic and indomitable tradition in the resistance war and strong, creative rise in innovation, the spirit of solidarity, and steadfast devotion to the Party and Uncle Ho of the ethnic groups in the Central Highlands, General To Lam deeply believes that the Party Committee, government, armed forces and people of the Central Highlands provinces, with the new spirit and new motivation of the new spring and new year, will overcome all difficulties and challenges, successfully carry out the tasks of socio-economic development, ensure security and national defense, and soon bring the Central Highlands to breakthrough, comprehensive and sustainable development.
