Standing Vice Chairman of the People's Committee of Da Nang City Ho Ky Minh chaired the reception of the delegation at the working session.

Aim for growth of 11% or more

Reporting at the meeting, Director of the Department of Finance Tran Thi Thanh Tam said that by 2025, the city's GRDP is estimated to reach 10.02%, the scale of GRDP at current prices is estimated to reach over 317 trillion VND.

In 2026, the city's socio-economic development plan aims for double-digit growth with a gross domestic product growth rate of 11% or more per year. In the 2026 - 2030 period, the city strives for growth of 11% or more.

Estimated state budget revenue in 2025 in the area is 60,000 billion VND, reaching 123% of the central government's assigned estimate.

Estimated development investment expenditure for the whole year of 2025 is nearly 17,000 billion VND, equal to 99.7% of the capital plan assigned by the City People's Council at the beginning of the year; estimated regular expenditure is 33,000 billion VND, equal to 130% of the central budget estimate assigned at the beginning of the year and equal to 110% of the People's Council's budget estimate assigned at the beginning of the year.

The state budget revenue plan for 2026 is estimated at 65 trillion VND, equal to 109% of the estimated implementation. Development investment budget expenditure is expected to be 13 trillion VND, regular expenditure 32 trillion VND.

In the period of 2021 - 2025, the total state budget revenue of the two localities (Da Nang and the old Quang Nam) is estimated to reach 265 trillion VND (accounting for 20% of the total product in the area - GRDP), the average revenue growth rate is 5.1%/year (compared to the base year 2020), equal to 115% compared to the total period of 2016 - 2020.

In the two localities, total local budget expenditure for the 2021 - 2025 period is estimated at 201 trillion VND, with an average expenditure growth rate of 6.9% per year.

In the 2026 - 2030 period, the total state budget revenue in the area is expected to reach 401 trillion VND, an average revenue increase of 10%/year. Total local budget expenditure is expected to be 318 trillion VND, with an average expenditure growth rate of 7.6%/year, equal to 158% compared to the actual figure in the 2021 - 2025 period.

The total public investment plan for 2025 of Da Nang city (new) is 17,000 billion VND. As of September 22, the disbursement of the capital plan assigned for the year was over 7,000 billion VND, reaching 43.4% of the capital plan assigned by the Prime Minister and 40.32% of the capital plan assigned by the City People's Council.

The city strives for a total medium-term public investment capital plan for the 2026 - 2030 period of 118 trillion VND. Strive to ensure a total source of public investment capital plan in 2026 of 22 trillion VND.

Regarding the implementation results of Conclusion 77-KL/TW of the Politburo on removing difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in Da Nang city, the City People's Committee proposed solutions and assigned specific tasks to each agency, locality, unit and organization to complete assigned tasks.

The city has established three working groups to research and propose solutions to problems. To date, hundreds of projects with a total investment of thousands of billions of VND have been resolved.

Regarding the implementation of the work of arranging administrative units at all levels and building a 2-level local government organization model, after 3 months of initial implementation, the operation was stable and smooth, achieving positive results.

Continue to remove difficulties and obstacles

At the meeting, the city proposed a number of contents related to the fields of public investment, state budget, the implementation of the Da Nang Free Trade Zone; on the implementation of Conclusion No. 77-KL/TW, including adjusting the land use term, redetermining land prices, for lot L09 (Son Tra peninsula), and at the same time proposed the Central Government to consider and amend related laws...

Standing Vice Chairman of the City People's Committee Ho Ky Minh said that after the merger, the city's space expanded and the population increased, but the city also faced a number of challenges in the development process.

Currently, the city is implementing the integration of the planning of the old Da Nang city and the former Quang Nam city to unify and synchronize. Regarding the implementation of conclusion No. 77-KL/TW, the city has about 29 projects, which are being gradually resolved with positive results.

For the Free Trade Zone, Da Nang requests the same implementation mechanism as Hai Phong City. The city is implementing many key projects to facilitate the development of science and technology in semiconductors, digital transformation, and information technology.

Regarding the two-level local government, it has basically been operating smoothly and effectively, creating positive effects in serving the people and businesses. The city is considering approving a policy to support cadres, civil servants and public employees affected by the administrative unit arrangement.

At the meeting, Vice Chairman of the National Assembly Vu Hong Thanh highly appreciated the achievements of the city, and said that there are still some shortcomings that need attention, from low agricultural growth, transport infrastructure, logistics, tourism not meeting the development scale, slow disbursement of public investment capital...

Da Nang is prioritizing microchips, AI, digital transformation, R&D, associated with specific policies. These are the long-term growth drivers, helping to improve productivity, product quality and competitiveness of the city.

To achieve this goal, the city needs to promptly implement key projects (Free Trade Zone, International Financial Center...) requiring high management capacity and large resources.

The city continues to perfect the multi-polar urban governance model and digital transformation, build a streamlined two-level local government; update and integrate master plans based on the inheritance of approved plans of Da Nang and Quang Nam, synchronized with the planning of the North Central region, Central Coast, national master plans and sectoral plans.

According to the Vice Chairman of the National Assembly, Da Nang needs to upgrade its strategic infrastructure, including implementing the Lien Chieu port project into a modern container port, promoting the role of Tien Sa port; speeding up the progress of regional transport connection projects, completing coastal routes, highways, and the East-West economic corridor; and developing a green, creative economy and sustainable tourism.

Implement specific mechanisms and policies of the National Assembly, develop an international financial center, improve living standards, social security and support the private economy.

Concluding the meeting, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai suggested that the city fully absorb the opinions at the meeting to complete the report, continue to point out limitations, causes and propose solutions to remove difficulties and obstacles, and develop Da Nang to truly become an attractive destination, a growth pole, and a livable city.

Regarding the city's recommendations, the working group will receive and synthesize them to have proposals to present to the National Assembly at the upcoming session.
