Resolutely implement Directive 24/CT-TTg on technological solutions serving people and businesses

VHO - On October 1, the Chairman of the Provincial People's Committee issued Document No. 2373/UBND-KH&CĐS directing departments, branches and localities to synchronously deploy many tasks and solutions to serve people and businesses, promoting comprehensive digital transformation according to Directive 24/CT-TTg dated September 13, 2025 of the Prime Minister.

Accordingly, the Provincial People's Committee, agencies, units and localities fully grasp the contents of Directive 24/CT-TTg dated September 13, 2025 of the Prime Minister on promoting the deployment of technological solutions associated with population data, electronic identification and authentication to 100% of cadres, civil servants, public employees and workers, and at the same time strictly implement the Law on Electronic Transactions 2023 and decrees related to electronic identification and authentication.

From October 1, for 25 essential online public services that have been fully provided, the authorities will no longer accept paper documents, but will instead exploit data integrated on VNelD. This is an important step forward, contributing to reducing hassles and costs for people and businesses and creating a foundation for digitalization and reuse of data in handling administrative procedures (TTHC). One of the important highlights is the propaganda and mobilization work for individuals and organizations to proactively synchronize and integrate documents into VNelD accounts.

The People's Committee of Tuyen Quang province assigned the task to sectors and localities to promote communication activities, especially targeting young people, students, and workers. 100% of students in the province participate in courses on traffic safety and cyber safety through the "Digital Education for All" platform. This is both a solution to improve digital knowledge and skills, and contributes to building a culture of safe and healthy behavior in the digital environment.

Departments, branches and localities prioritize the development of national and specialized databases according to the plans of the Central and the province. At the same time, review and restructure business processes, reduce the number of documents with 324 administrative procedures integrated on VNelD and 196 administrative procedures exploiting data from ministries and branches.

In particular, it is proposed to study the plan and roadmap for integrating 578 types of documents into VNelD (188 types of individuals, 390 types of organizations), to be completed before November 20, and sent to Tuyen Quang Provincial Police to synthesize and report to the Ministry of Public Security and Tuyen Quang Provincial People's Committee before November 25. The Provincial Police will preside over monitoring, urging, and removing difficulties and obstacles in implementation. The Department of Science and Technology will preside over online training courses on the "Digital Popular Education" platform for cadres, civil servants, public employees, and workers.

The Department of Home Affairs of Tuyen Quang province is assigned to coordinate in providing electronic learning materials to serve the implementation of the two-level government model and the settlement of administrative procedures. The Department of Education and Training and educational institutions ensure that 100% of students participate in online learning about traffic safety and cyberspace.

Tuyen Quang Provincial Public Administration Service Center maintains the connection of the information system for handling administrative procedures with the electronic identification and authentication system; publicizes the list of documents that have been integrated on VNelD for people and organizations to use instead of physical documents. The Provincial Post Office ensures facilities and human resources to effectively serve the reception and return of administrative procedure results via public postal services, and coordinates with the community digital technology team to propagate the benefits of this service. The State Bank's provincial branch directs commercial banks to coordinate in implementing online payment of fees and charges when performing administrative procedures. Provincial newspapers and Radio and Television promote the propaganda of the content of Directive 24/CT-TTg, spreading the effectiveness and benefits of online public services to all classes of people.

The People's Committees of communes and wards are responsible for publicizing the list of documents integrated on VNelD, without requiring authentication or copies of the published documents. The Provincial Fatherland Front Committee and socio-political organizations coordinate to propagate and mobilize members, union members, and people to register and activate VNelD accounts; integrate personal papers and documents to replace physical documents in civil and commercial transactions and social activities.

The Provincial People's Committee requests agencies, units and localities to seriously implement this, considering it an important political task to realize the national and provincial digital transformation goals. Every month, agencies and units must report the implementation results to the Provincial Police for synthesis, report to the Provincial People's Committee and the Ministry of Public Security.

The implementation of Directive 24/CT-TTg in Tuyen Quang will make an important contribution to the construction of e-government, towards digital government, increasingly better serving the needs of people and businesses, creating a driving force to promote socio-economic development of Tuyen Quang province in the new period.
