Carefully review the indicators and develop an effective implementation plan for new rural construction.

According to the report, in 2023, Program 04-CTr/TU has achieved positive results. Up to now, 25/33 targets have been completed and exceeded the 2023 Plan, including: 13 targets exceeding the plan, of which 100% of districts and communes meet the New Rural Area (NTM) standards (18/18 districts and towns); 111 advanced NTM communes, it is expected that by the end of 2023, a total of 183 communes will meet the advanced NTM standards (expected to exceed 17.3% compared to the Program's target by 2025 of 156 communes); It is expected that by the end of 2023, 48 model NTM communes will be completed; bringing the total number of model NTM communes to 68 communes; there are 545 OCOP products (Plan is 400 products); 15 craft villages and craft villages are recognized (target of 10 villages); 95% of industrial clusters and craft village industrial clusters (in operation and newly built) have wastewater treatment stations (target 77%).

There are 12 targets achieved and on schedule, including: The city completed the task of building new rural areas on schedule; 20% of districts meeting the advanced new rural standards are on schedule; Annual growth in agricultural, forestry and fishery production: 2.74%; Poverty rate in rural areas: 0.06%, the city basically has no poor households (the plan by 2025 is that the city basically has no poor households); The rate of households provided with clean water: 90% in 2023 (the plan for 2023 is 90% and 100% by 2025)...

The total capital mobilization budget in 2023 is 19,151.6 billion VND. Of which, the City budget is 6,680.3 billion VND, accounting for 34.9%; District budget: 9,811 billion VND, accounting for 51.2%; Commune budget: 902.5 billion VND, accounting for 4.7%. Capital mobilized outside the State budget is 1,757.8 billion VND, accounting for 9.2%.

Thus, after 3 years of implementation, the total mobilized budget and funding from various sources to implement the New Rural Construction Program has reached 84% (60,341/71,830 billion VND) compared to the entire 5-year period of 2021-2025.

From 2021 to the fourth quarter of 2023, 10 districts in the City have supported districts in building new rural areas with a total budget of 810.8 billion VND. Of which, Tay Ho district has arranged support for 7 districts with a total budget of 270.8 billion VND, Long Bien district (278.7 billion VND), Hoang Mai district (85 billion VND), Hoan Kiem district (65.7 billion VND),...

With results achieving and exceeding the assigned plan, the New Rural Construction Program was nominated and voted as one of the 10 typical events of the Capital in 2023.

Speaking at the Conference, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen commended, acknowledged and highly appreciated the results of the implementation of Program No. 04-CTr/TU. According to her, to realize the goal: by 2024, Hanoi city will complete the task of building new rural areas; have at least 4 more districts recognized by the Prime Minister as districts meeting advanced new rural standards; 40 communes meeting advanced new rural standards; 35 communes meeting model new rural standards, it is necessary to focus on implementing 5 key tasks.

Regarding the construction of new rural areas, the Head of the Steering Committee of Program No. 04-CTr/TU requested the City People's Committee to direct agencies and units to carefully review the indicators and develop a plan to effectively implement Resolution No. 33/NQ-HDND, dated December 6, 2023, of the City People's Council approving the Project on building new rural areas, period 2021 - 2025, of the City; Focus on directing and prioritizing investment resources to ensure the completion of the criteria for building advanced new rural districts, advanced new rural communes, and model new rural communes, striving to reach the finish line according to plan.

Regarding the targets for the City to complete the task of building new rural areas, the City People's Committee is requested to direct the City's departments, branches, and People's Committees of districts and towns to review in a focused and serious manner, closely following the requirements in Decision No. 321/QD-TTg, dated March 8, 2022, of the Prime Minister to implement, strive to complete the dossier to submit to the Prime Minister in the fourth quarter of 2024.

Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen also assigned the Hanoi Department of Construction to preside over and coordinate with relevant units to inspect, review and urge units and investors to implement water supply projects approved by the City People's Committee, ensuring the completion of water supply targets assigned according to the Plan, especially districts striving to complete advanced NTM districts such as Dong Anh, Dan Phuong, Thanh Oai and communes striving for advanced NTM and model NTM, must be completed in 2024.

For communes registered to meet advanced NTM and model NTM standards in 2024: Propose that the People's Committees of districts and towns focus and prioritize investment resources to complete advanced NTM and model NTM communes, and guide communes to complete the application for recognition and send it to the City NTM Coordination Office before November 15, 2024 for consideration and appraisal.
