Prime Minister Pham Minh Chinh: Definitely complete payment of benefits for those who quit their jobs before October 15

On the afternoon of October 1, Prime Minister Pham Minh Chinh chaired a Government meeting to assess the situation after 3 months of operating the 2-level local government model.

In his opening speech, the Prime Minister said that after 3 months of implementation (from July 1 to 20), the organization of the 2-level local government model continued to have many positive changes. Up to now, the 2-level local government apparatus has basically completed its organization and personnel, operated relatively smoothly, synchronously, without interruption, ensuring increasingly better service to the people.

The operation of the two-level local government has achieved some results such as: over 7 million online records were processed, the on-time rate reached over 91%; more than 3,100 commune-level public administrative centers were put into operation; the arrangement of headquarters and public assets was seriously implemented, saving the budget, many facilities were converted to serve the community...

However, the Prime Minister pointed out that the implementation process still has many problems and shortcomings, such as: there are still places with excess and shortages of officials and civil servants; in some places the amount of work is not suitable for the number of officials, in areas with strong socio -economic development; there is a situation of work overload, a lot of work but inappropriate policies; the staff in many places is still limited in management capacity, legal capacity, professional capacity, digital transformation capacity, creative capacity...

The Prime Minister also pointed out that some guiding documents are still slow, especially in the fields of finance - accounting, land, education ; many places have difficulties in infrastructure, resources, and transportation; the online public service system is still inadequate, data is not synchronized; the payment of policies for people who have left their jobs has not been completely resolved; people in some areas have not yet adapted to the new way of handling procedures...

According to the Prime Minister, up to now, many areas have not had specific instructions, causing localities to be confused in implementation. Therefore, the Prime Minister requested that the situation of "waiting for documents" cannot be allowed to stagnate the apparatus.

Regarding the payment of benefits to retired people, the Prime Minister requested that it be completed before October 15. Along with that, it is necessary to carefully and accurately assess the current situation and propose solutions to address the situation of surplus and shortage of officials and civil servants.

The Prime Minister also requested to completely remove obstacles related to facilities, information technology infrastructure, and online public service systems; continue to assess the feasibility of implementing the tasks of decentralization, delegation, and assignment of authority to the grassroots...

Regarding administrative reform, the Prime Minister said that many interconnected procedures have not been operating smoothly, such as non-territorial procedures in the fields of land, construction, household registration, and insurance. Therefore, it is necessary to simplify the process, to avoid the situation where people have to go back and forth many times, causing frustration; and to further promote the role of development creation at the grassroots level.

Up to now, there are still 16,009 real estate facilities that need to be arranged, 299 communes do not have cars, 18 communes have not been able to open treasury accounts, 32 communes have not been paid August salaries, many communes have not been able to arrange chief accountants, 39,746 people have not been paid expenses according to the policies prescribed in Decree 178/2024/ND-CP, Decree No. 67/2025/ND-CP of the Government (on policy support for cadres, civil servants, public employees, workers and armed forces in the process of arrangement and streamlining...).
