
The Hanoi People's Committee requests the People's Committees of Trung Gia and Da Phuc communes to be responsible for organizing flood and storm prevention work; managing and using allocated funds to ensure proper purposes, savings, efficiency and payment and settlement according to the Law on State Budget and current regulations.
In case the additional targeted funding is not fully used, the People's Committees of communes are responsible for repaying the city budget in 2025.
On the same day, the Trung Gia commune government announced a temporary suspension of receiving necessities supported by units, organizations and individuals during difficult times.
Accordingly, the notice stated:
“The Party Committee – People's Council – People's Committee – Vietnam Fatherland Front Committee of Trung Gia commune respectfully thanks and deeply acknowledges the sentiments, goodwill, and noble gestures of the collectives and individuals who have turned to the people in times of difficulty and misfortune.
Currently, the water level in the commune has begun to recede, and traffic is basically guaranteed. The local government has proactively sourced necessities, enough to meet the people's basic needs for the next 2-3 days.
Therefore, the Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Trung Gia commune would like to temporarily stop receiving support for necessities.
We hope that agencies, organizations and individuals with support plans will continue to redirect support to other localities facing more urgent difficulties."

According to the Hanoi City Civil Defense Command, as of October 11, although the water on the Cau and Ca Lo rivers is receding, the water level is still at alert level 3, and many residential areas in Trung Gia and Da Phuc communes are still flooded.
The floods have damaged and affected more than 932 hectares of rice in the two communes above and forced thousands of households to relocate.
