
The water level of the Cau River has exceeded the level III alarm by more than 2 meters, isolating thousands of households and severely damaging many roads, dykes, and railways. According to the Northern Hydrometeorological Station, the water level of the Cau River and Ca Lo River is showing signs of slowing down, but is still exceeding the level III alarm by more than 2 meters; the risk of dyke collapse and bank overflow is still very high. Authorities advise people to absolutely not return home when the water has not completely receded, to avoid being subjective and leading to unfortunate accidents.
According to a quick report from the Trung Gia Commune Civil Defense Command, at 7:00 a.m. on October 10, the entire commune still had 4,041 households with more than 16,000 people isolated due to deep flooding. Of these, 862 households (3,434 people) had been moved to a safe place; about 125 households (512 people) were still in high-risk areas that needed to be evacuated. The Cau River water level at Luong Phuc station measured at 6:00 a.m. on October 10 reached 10.10 m, more than 2 m higher than the level III alarm. The Ca Lo River water level also exceeded the level III alarm by nearly 2 m, causing overflows and widespread flooding in the villages of Do Tan, An Lac, Lai Son, Trung Kien, Hoa Binh , etc.
Water recedes slowly, safety risks still exist
According to VNA reporters at 2 p.m. on October 10, Provincial Road 35 through Trung Gia Commune had many deep flooded spots (some places were 1.2 to 1.5 meters deep), and the water receded slowly, causing traffic to be almost paralyzed. Authorities have placed warning signs and organized traffic diversion to alternative routes.
On the Do Tan dike (level IV dike), water overflowed 7 km of dike, the overflow height was about 1 m; at the Vong Am dike, water overflowed about 1 km, nearly 1 m higher than the dike surface. The level III and IV dike sections were urgently reinforced by the people, shock troops and the army.
“It’s been 48 years since I’ve seen such terrible flooding. The water rose so quickly, it only took a few hours for the house to flood,” said Nguyen Van Phu, a resident of Do Tan village, Trung Gia commune.

Rising floodwaters paralyzed the local transport infrastructure. National Highway 3 through the Yamaha factory and Xuan Son area was flooded from 1.2 to 1.5 meters, stretching hundreds of meters; the route connecting Kim Son - Highway 35 and Provincial Road 296 was flooded from 50 cm to 1 meter deep.
In particular, the Hanoi - Thai Nguyen railway section through Thong Nhat and Trung Kien villages in Trung Gia commune was seriously eroded, the roadbed was washed away for about 20 meters long and 3 to 4 meters deep, cutting off traffic.
According to Mr. Nguyen Ba Hoang, Chairman of Trung Gia Commune People's Committee, the locality has activated all "4 on-site" plans: on-site command, on-site forces, on-site means, on-site logistics; mobilizing all militia, shock troops, commune police and supporting military units. "We are still on duty 24/7 at heavily flooded areas, continuing to mobilize the remaining households to leave the danger zone. The biggest difficulties are deep water, cut-off roads, lack of boats and means of access," said Mr. Nguyen Ba Hoang.
From the evening of October 9 to the early morning of October 10, 70 soldiers, 2 specialized vehicles, 2 motorboats and hundreds of militiamen were mobilized to rescue and transport people and property out of the deeply flooded area. Forces of Brigade 86, Artillery Regiment 68, and Enterprise Z49 were also mobilized to coordinate rescue, focusing on ensuring the safety of dikes and supporting evacuation, ensuring the safety of people's lives and property.
Mr. Tran Ba Phuc, Deputy Captain in charge of operations, Rescue Team 116 said that as soon as he received news that Trung Gia commune was flooded on a large scale, he and his team (who were organizing rescue in Thai Nguyen province) immediately returned to Hanoi to continue participating in the rescue, making efforts to help people in Trung Gia and neighboring areas overcome the flood.
“Our team has more than 40 people using jet skis and 6 rescue boats. Since last night, we have focused on evacuating people from flooded areas, mainly the elderly and children, to safe areas,” Phuc shared.
Cultural houses and schools were requisitioned as safe gathering points.

Since October 8, many areas in Hoa Binh, An Lac, Trung Kien villages... have been completely flooded, some places up to 1.5 m deep. Trung Gia Commune People's Committee arranged rescue teams using motorboats and temporary rafts to take the elderly and children out of dangerous areas on the night of October 9; evacuated many households to take temporary shelter at cultural houses, schools or relatives' houses, waiting for the water to recede. The commune government and local organizations prepared food, drinking water, blankets, and mosquito nets to meet people's needs during the days of evacuation due to flooding.
Previously, on the evening of October 9, Prime Minister Pham Minh Chinh personally went to the old Soc Son area to inspect the flood response work in Trung Gia and Da Phuc communes - considered the most "vulnerable areas". The Prime Minister requested the maximum mobilization of military and police forces, and urgent rescue operations, putting people's safety first; at the same time, he directed the Ministry of Transport to coordinate with the railway industry to overcome the landslide incident.
The Hanoi People's Committee has also established a forward command post in Da Phuc commune, under the direct command of the Vice Chairman of the City People's Committee, coordinating with functional forces to provide relief, reinforce dikes and organize supplies for isolated areas.
This historic flood caused heavy damage to the people of Trung Gia - where there are many large-scale livestock farms. Many households lost hundreds of pigs and thousands of poultry; some households suffered estimated losses of 3 to 4 billion VND. Along with that, hundreds of hectares of crops and plants were deeply flooded and severely damaged. Internal traffic routes were eroded and the roadbed was seriously damaged.
Currently, Trung Gia commune authorities are compiling statistics to report to the City Civil Defense Command, requesting support with boats, food, necessities and additional rescue vehicles.
Along with that, the People's Committee of Trung Gia commune is coordinating with other forces to continue to inspect and reinforce weak points, ensure the safety of the dike and prepare relief plans in the coming days. The work of repairing infrastructure, cleaning the environment, and supporting people to restore their lives will be implemented as soon as the water recedes.
