According to the draft new Circular proposed by the Ministry of Construction , the road vehicle inspection process will be completely digitized, eliminating many unnecessary paperwork procedures.
The focus of this change is that the Vietnam Register will build a specialized software system to issue electronic inspection certificates. This system will automatically compare vehicle registration data from the police agency and information from manufacturers and importers to ensure accuracy and consistency.
Accordingly, the mandatory regulation of printing inspection certificates will be abolished. Instead, all information will be encoded and integrated directly onto the inspection sticker on the vehicle. Cumbersome procedures such as creating paper records when a new vehicle is exempted from inspection for the first time, or revoking old certificates when re-issuing will also be completely eliminated.

Electronic vehicle registration certificates will be integrated on VNeID.
The final and most important goal is to integrate all vehicle registration data and electronic certificates into the VNeID electronic identification application. The Department of Vehicle Registration is closely coordinating with units under the Ministry of Public Security to soon realize this goal.
Once the synchronization process is complete, vehicle owners will no longer need to carry paper vehicle registration certificates as they do now. When inspections are needed, both citizens and authorities can easily look up and verify vehicle information quickly and accurately in the digital environment.
This is a highly appreciated step, in line with the national digital transformation roadmap, helping to simplify procedures, save costs and time for society, and at the same time improve the efficiency of state management.
