
The two villages of Lo Co Chin (Vietnam) and Lao Kha (China) signed a memorandum of understanding in December 2013. This is one of the activities of the Lao Cai Provincial Border Guard aiming to build a peaceful , friendly, cooperative and developed Vietnam-China border.
Over the years, with the attention and guidance of the two countries' authorities, and the consensus of the people of the two villages, the solidarity and friendly exchange between the two sides of the border has been increasingly consolidated and developed. The border between the two villages has not had any illegal entry and exit, or cross-border cattle grazing. The people's awareness of the nation, national borders and law enforcement has been clearly improved and raised.
The people of the two villages unite to manage and protect the border system and national border markers in the area; actively and proactively participate with the Border Guard force in patrolling, controlling and protecting the border, preventing all kinds of crimes; join hands to protect the ecological environment of the border area, and prevent cross-border epidemics.
In particular, during the Covid-19 pandemic, people in the two villages have actively and proactively prevented the spread of the disease, created a healthy and stable living environment, and focused on protecting public health.

The people of the two villages have proactively helped each other develop the economy , provided each other with seedlings and fertilizers, promoted cultural and artistic exchange activities, physical education and sports, and visited each other during holidays and Tet.
Through the Lo Co Chin-Lao Kha opening, people of the two villages regularly exchange a number of locally produced agricultural products to serve their daily lives; regularly exchange experiences in socio-economic development, periodically organize cultural, artistic and sports exchange activities, contributing to strengthening solidarity, friendship and mutual understanding.
At the preliminary review meeting, leaders of Pha Long commune (Lao Cai province, Vietnam) and Kieu Dau commune (Yunnan province, China) affirmed: In the coming time, the two sides will continue to make the traditional friendship between Lo Co Chin village and Lao Kha village a model on the Vietnam-China land border.
The two villages agreed to study and discuss the establishment of people's groups to self-manage border lines and landmarks; people's groups to self-manage security and order; people's groups to exchange culture, arts, physical education and sports; people's groups to support economic development, and bring the contents of the twinning agreement into life.
